MARCH 20th ORGANIZING MOVES INTO HIGH GEAR
The World STILL Says No to War!

We are now eight days away from the one-year anniversary of the U.S. invasion of Iraq, and organizing for the Global Day of Action has kicked into high gear:

* Over 200 March 20 actions are planned throughout the United States, including a major regional demonstration in NYC (see more below); major participation by military families and veterans in what could be the largest protest since the Vietnam War in Fayetteville, NC, where Ft. Bragg is located; and caravans from around Texas converging in George W. Bush's hometown of Crawford!

* demonstrations are being organized in more than 50 countries around the world -- throughout Africa, Asia, Asia/Pacific, Europe, and Latin America

* other activities around the anniversary are gaining momentum, including a memorial procession from Dover (where US service people killed in Iraq are brought back home) to Washington, DC on March 14-15; a day of meetings with Congressional representatives on March 19th; a weekend (March 19-21) of peace vigils organized by the National Council of Churches with upwards of 5,000 religious centers participating; and a national Congressional Call-In Day on March 24 (see

Most importantly, now is the time for everyone to do whatever we can to help build the largest turnout possible for these actions. If you are participating in a community vigil or a regional mobilization, if you are organizing a Congressional visit or an educational event, whatever you are involved in...now is the time to do the phone-banking, send out the email announcements, make announcements at events and meetings, try to get notice in your media outlets. And now is the time to be out on the streets talking to people, telling them about your events and discussing the issues.

FIGHT FOR THE RIGHT TO ASSEMBLE IN NYC ON MARCH 20TH

An agreement has been worked out with the NYC Police Department for the assembly area and march route for our nonviolent protest on March 20. Recently, however, the police told us they plan to have protesters assemble inside pens during the pre- and post-march rallies. In other words, as people gather for the demonstration on Madison Avenue, the police would direct everyone into barricaded areas within each block and then do so again following our march. (See

We know this is not a good plan and raised our objections to it at our last meeting with the police. The use of these pens is part of the national assault on everyone's civil liberties and ability to dissent. Mounting a campaign to stop their use is directly connected to the issues we are raising on March 20. It is especially important to protest their use now in NYC where police use of pens last year was criticized by a wide spectrum of people and led to public and media scrutiny of police tactics. We must do everything possible to make sure the police are not allowed to impede peaceful protest this year.

What's wrong with the barricades?
1)
Requiring protesters to gather inside pens undermines our Constitutionally protected right to assemble. They break us into small units, making it very hard for people to find one another as they are assembling and for contingents to form. They also make it very difficult for people to distribute leaflets, circulate petitions, and otherwise interact with fellow marchers -- all essential elements of the right to assemble.

2) Because the police control when the pens are opened (or closed), they can be used to break up the flow of the march, making us look smaller than we really are.

3) The police say they use the pens for safety reasons. We agree on their need to maintain a lane on Madison Avenue for emergency vehicles. We have no problem with that. That lane is set aside precisely to help the police should emergency access be needed. However, barricading blocks does not provide easier or quicker access for the police. In fact, sometimes the barricades can lead to tensions and in so doing make an otherwise safe situation less safe.

In addition, if entry or reentry to a particular barricaded area is refused, people who need to eat, go to the bathroom, or arrive late are forced to abandon their friends, family, and associates for the duration of the event.

We urge you - even if you are not in New York - to stand up for our right to unimpeded protest. We have just learned that in other cities the police are also starting to use these pens. Now is the time to stop them, wherever the police want to put them up!

Please join us in this effort to stop the use of police pens at the March 20 demonstration.

Contact both Mayor Michael Bloomberg and Police Commissioner Ray Kelly. Let them know you oppose the use of police pens to separate and contain protesters. They should publicly state that protesters will not be required to assemble inside barricades. Call or fax them TODAY!

We do not know if we will be able to stop the police from using the barricades on March 20, but we do know that we must take a strong, unified stand about their use! And whatever the outcome of this effort is, whether the police use the pens to separate protesters or not, we are confident that March 20 will be a powerful day as people from many diverse communities come together to express our common concerns. Our strength is in both our diversity and our numbers.
