تفاقمت أمس حدة الأزمة بين الحكومة الأردنية والإسلاميين على خلفية اضطرابات مخيم الوحدات للاجئين الفلسطينيين الشهر الماضي والتي تخللها حرق العلم الأردني, إذ أعلنت جماعة \"الإخوان المسلمين\" أن قواعدها الشعبية \"تضغط على قياداتها وذراعها السياسية \"جبهة العمل الإسلامي\" للانسحاب من البرلمان\" حيث تتمثل بـ 17 نائباً, خصوصاً بعد استدعاء محكمة أمن الدولة نائبي \"الجبهة\" تيسير الفتياني وموسى الوحش للتحقيق معهما بشأن صدامات المخيم.

وصرح الناطق باسم \"الإخوان\" يحيى شقرة لـ \"الحياة\" بأن \"قواعد الحركة الاسلامية في الشارع الأردني طالبت المراقب العام للجماعة عبد المجيد ذنيبات باستقالة النواب الـ 17 رداً على التصعيد الحكومي ضد القيادات الاسلامية في الأيام الماضية\", وقال ان \"الحكومة لم تكتف بتدبير كمين للنائب الفتياني في مخيم الوحدات والاعتداء عليه بالضرب لكنها استدعته مع النائب الوحش للتحقيق (...) وكان الأصل أن يُعتذر لهما لأنهما سارعا
الى مساعدة رجال الأمن في احتواء أحداث المخيم\".

وأعلن ذنيبات أن \"كوادر الجماعة باتت تلحّ علينا للانسحاب من مجلس النواب في ظل العودة الى قمع الحريات والتراجع عن النهج الديموقراطي\". وقال في تصريحات نشرتها أمس صحيفة \"العرب اليوم\" المستقلة أن قيادة الحركة \"لا تزال تتعامل مع مطالبات قواعدها بروح الانضباطية والمسؤولية العالية\".

ووجه مدعي عام محكمة أمن الدولة العقيد محمود عبيدات للنائبين تهمتي \"التجمهر غير المشروع والمشاركة في أعمال شغب\" قبل أن يُطلق سراحهما بكفالة مالية, ما اعتبره الإسلاميون \"سابقة خطيرة وإساءة الى نواب الأمة الذي يمتلكون حصانة برلمانية\", واعتبروا في بيان أن \"من الأولى أن تعتذر الحكومة عما جرى للنائب الفتياني من أذى وإهانة وتحاسب المسؤولين عن ذلك وتُوقف كل وسائل الضغط على الحركة الاسلامية والمواطنين والمتمثلة بالاعتقالات والتوقيفات والاستدعاءات والحملة الإعلامية غير المبررة\".

إبن اليهودية ، معمر القذافي يقتل المسلمين ويلحس اقدام اليهود


أفادت أنباء من العاصمة الليبية أن قوات الأمن أحاطت بعد ظهر أمس بمبنى كلية الشرطة جنوب طرابلس استعداداً لاقتحام قاعة محكمة الشعب لانهاء اعتصام أعلنه أعضاء جماعة الاخوان المسلمين صباحاً احتجاجاً على قرار تأجيل النظر في قضيتهم مرة جديدة. وكان القاضي أعلن بعد دقائق من افتتاحه الجلسة تأجيل المحاكمة إلى 25 تشرين الثاني (نوفمبر) المقبل , وهو ما خيّب آمال السجناء وأفراد أسرهم.

ونقل معارضون عن شهود أن أعضاء الجماعة الـ 152 رفضوا الخروج من المحكمة وأعلنوا اعتصاماً احتجاجاً على قرار التأجيل وعلى استمرار حبسهم تحت قانون تجريم الحزبية ضد الدولة, وهم يطالبون بالافراج عنهم على أساس انهم سجناء رأي لم يمارسوا العنف.

وقال المصدر ذاته أن قوات الأمن كانت تستعد بعد الظهر لدخول قاعة المحكمة وارجاع السجناء قسراً إلى سجن أبو سليم جنوب غربي طرابلس.

ومعلوم أن أفراد المجموعة المعتصمة اعتُقلوا صيف العام 1998 بتهمة تشكيل تنظيم سياسي مخالف لقانون تجريم الحزبية, ومن بينهم الخبير والمستشار الاقتصادي الدكتور عبدالله شامية, رئيس مركز البحوث الاقتصادية, وأساتذة جامعات ومهندسون وأطباء.

وأصدرت محكمة الشعب عام 2002 أحكاماً قاسية على المتهمين رواحت بين الإعدام في حق كل من المراقب العام للاخوان الدكتور عبدالله عزالدين أستاذ الهندسة النووية في جامعة طرابلس ونائبه الدكتور سالم أبو حنك رئيس قسم الكيمياء في جامعة قاريونس في بنغازي, وبالمؤبد على 73 شخصية أخرى, وبعشر سنوات على 11 آخرين. وبرأت المحكمة ساحة 66 شخصية ما زالوا يمثلون في كل مرة أمام محكمة الشعب للنظر في طلب نيابة المحكمة نفسها بإعادة محاكمتهم والطعن في براءتهم .

وناشدت منظمة \"الرقيب\" (مقرها مانشستر, شمال انكلترا) منظمة العفو الدولية ولجنة حقوق الانسان في البرلمان البريطاني والمدافعين عن حقوق الانسان التدخل لحماية المعتصمين والضغط لإطلاقهم.

رحب رئيس \"جمعية يهود ليبيا\" رافايلو فلاح بتصريحات سيف الاسلام القذافي نجل الزعيم الليبي معمر القذافي التي دعا فيها الى عودة اليهود, لكنه رفض الربط بين عودتهم وتعويضهم مادياً, مؤكداً ان لا علاقة لملفهم بالقضية الفلسطينية وان لا \"حق قانونياً\"لإسرائيل في تمثيلهم. وعزا \"فشل\" مفاوضات بين وزير الخارجية الاسرائيلي سيلفان شالوم ومسؤولين ليبيين, سربت تفاصيلها الى الاعلام, الى \"الطموحات السياسية\" لشالوم الذي \"ربما يرغب في ان يصبح رئيساً للوزراء مثل (وزير المال الاسرائيلي بنيامين( نتانياهو\".واوضح فلاح في اتصال مع \"الحياة\" في لندن ان ملف تعويض اليهود الليبييين مرتبط بهم كأفراد \"ولا علاقة لاسرائيل به\", مؤكداً ان تل أبيب معنية بالشق السياسي فقط في علاقاتها مع طرابلس. وأضاف ان حل مسألة اليهود الليبيين يجب ان يأتي في اطار \"الخطوات الشجاعة\" التي اقدم عليها النظام الليبي اخيراً ومن بينها حل قضية لوكربي والتخلص من اسلحة الدمار الشامل.

وكان سيف الاسلام قال في تصريح الى صحيفة \"الأهرام\" المصرية, تداولته الصحف الاسرائيلية, إن اليهود الليبيين مرحب بهم في وطنهم, واشترط على المقيمين في اسرائيل ترك منازلهم للفلسطينيين, كما قدر عدد اليهود الليبيين بحوالي 30 الف يهودي فقط. لكن فلاح الذي كان استقبل \"الحجاج\" الليبيين الى القدس قبل سنوات اكد ان عدد اليهود الليبيين يبلغ 140 الفاً بينهم 130 الفاً في اسرائيل, فيما يتوزع الباقون على دول اوروبية خصوصاً ايطاليا المستعمِرة السابقة لليبيا.

واكد فلاح ان ملف تعويض اليهود الليبيين الذي يُمسك به والتقى العقيد القذافي مرات في خصوصه \"لا علاقة له بالقضية الفلسطينية واللاجئين الفلسطينيين\". واشار الى قانون أصدره النظام الليبي بتاريخ 27 تموز (يوليو) عام 1970 ويقضي بتعويض ليبيين (يهود وغيرهم) صودرت أملاكهم, عبر سندات خزانة \"تسدد في غضون 15 عاماً\". وعن عودة اليهود الليبيين الى موطنهم وربط تعويضهم بها, اوضح فلاح ان اليهود الذين هُجّروا من ليبيا ينتمون الى خمس جنسيات مختلفة ويحول العامل الزمني دون عودتهم جميعاً. وأعرب عن أمله في تسوية الملف في اطار القانون, مشيراً الى ان القذافي \"وعده\" في لقاء معه بتسوية حقوق اليهود, لكن اليهود انتظروا حل المسائل الأخرى العالقة على الساحة الدولية مثل قضية لوكربي وملهـى برلين.

وجدد تأكيده ان لا علاقة لاسرائيل بهذا الملف المنفصل عن القضية الفلسطينية بسبب وجود قانون وقعه القذافي الذي \"نجلّه ونحترمه\". ودعا الحكومة الليبية الى حضور مؤتمر ليهود ليبيا يعقد في ايطاليا في 26 حزيران (يونيو) المقبل ويشارك فيه عدد من اعضاء الكونغرس الاميركي وشخصيات يهودية عالمية.

إحالة الشيخ ''حامد العلي' إلى النيابة الكويتية بدعوى نشر معلومات خطيرة على موقعه

مفكرة الإسلام: كشف الشيخ 'صباح الأحمد' رئيس مجلس الوزراء الكويتي أن الحكومة أحالت الأمين العام السابق للحركة السلفية الشيخ 'حامد العلي' إلى النيابة للتحقيق معه بعد التقرير الذي نشرته «السياسة» الكويتية أمس الاثنين والتي نسبت فيه الجريدة المذكورة ما أسمته معلومات خطيرة على موقع الشيخ 'العلي' على شبكة الإنترنت وفقًا لما ذكرته جريدة القبس الكويتية في عددها اليوم الثلاثاء.

وكانت جريدة السياسة الكويتية قد قالت في عددها الصادر يوم الاثنين إلى الشيخ 'حامد العلي': 'ما قاله 'العلي' أكثر من مجرد معلومات على الإنترنت حول إعداد وتجهيز المتفجرات, بل أتمنى أن تسمعوا ما قاله في أحد المساجد.. كان يعلم الناس كيفية صنع متفجرات في أحد مساجد الجهراء كما قام بنشر معلومات بهذا الشأن في موقع خاص به على شبكة الإنترنت '.

ونفى الشيخ 'حامد العلي' التهم الذي نسبته إليه الصحيفة المذكورة وقالت مصادر مقربة منه: إنه لا علاقة له بما نشر على موقعه على شبكة الإنترنت. ولم تستبعد المصادر أن تكون المعلومات التي وردت في الموقع حول كيفية تعلم تصنيع المتفجرات قد جاءت عن طريق بريد القراء بدافع الإساءة للشيخ 'العلي'. وأكدت المصادر أنه لم توجه أية تهمة رسمية إلى الشيخ 'العلي' الذي كان قد شغل منصب الأمين العام للحركة السلفية منذ تأسيسها في بداية التسعينات.
وذكر مقربون من الأمر يتعلق بوضع رابط لما أسماه ' موسوعة الإعداد' في موقعه الخاص به وأنه حرض المسلمين في محاضرته الأخيرة ' استشهاد أحمد ياسين ' واتهم هو من قبل الصحافة والمسئولين بأنه يعلم كيفيه صناعة المتفجرات في المساجد وأنه يدعو إلى اعتماد فتوى 'أسامة بن لادن'.

والشيخ 'حامد العلي' يبلغ من العمر 42 سنة، وهو متزوج وله خمسة أولاد، وهو أستاذ للثقافة الإسلامية في كلية التربية الأساسية في الكويت، وخطيب مسجد ضاحية الصباحية، وحصل على الماجستير في التفسير وعلوم القرآن، وتولى منصب الأمين العام للحركة السلفية في الكويت من عام 1418هـ إلى عام 1421هـ، ثم تفرغ بعدها للكتابة وتدريس العلوم الشرعية في مسجده، وإلقاء المحاضرات والدروس .

تخيلوا أن متنصّتا على البيت الأبيض ، استطاع أن يدخل كاميرا صغيرة ، مع جهاز تنصّت ، ويستمع إلى هذا الحوار بين بوش وعصابة الشر الأمريكية في البيت الأبيض ، فهــو يسترق السمع وهم لا يشعــــــرون :

والحديث بدا غير واضح في بادئ الأمر ، كمــا الصورة ، ثــم علا التشويش قليلا ، ثم بعد هنيهة بدت أصوات المجتمعين واضحة بما فيه الكفاية ، وقد بدت الصورة من أعلــى الغرفة الواسعة ، وهم في بهو البيت الأبيض ، ويجلس بوش على أريكة كبيرة وسط العصابة ، وهم حوله قابعــون ، فألقى المتنصّت سمعه لهذا الحوار المثيــــــــر :

الآن يسمع بوضوح صوت بوش ، وهو يقول لمن حوله ، فيما بــدا أنه يقرأ من كتاب ، أو يلقي درســــــا :

بوش : يقول نيكسون ملِّخصا السياسة الخارجية الأمريكية التي لا يملك أي رئيس أمريكي أن يحيــــــد عنهــــا :

السطو على نفط الخليج : ـ


" للغرب مصلحة حيوية في الإبقاء على وصوله إلى نفط الخليج .. فإن تأثير توقف تدفقه إليها يعني شلل الصناعة الأمريكية "

حماية الكيان الصهيونية : ـ


" للولايات المتحدة الأمريكية أيضا مصلحة كبرى في المحافظة على وجود اسرائيل وأمنها ، فنحن واسرائيل ليسا حليفين طبيعيين عاديين ، بل إن لدينا التزاما أخلاقيا معها هو أسمى من أية اتفاقية أمنية ، فقد أوضحت باقتضاب في اجتماع لزعماء الكونغرس في مطلع حرب يوم التكفير عام 1973م ، " ليس لأي رئيس أمريكي أن يترك اسرائيل تغرق في الوحل " إن اسرائيل هي الديمقراطية الوحيدة في الشرق الأوسط ، وأحاطت بها من يوم مولدها بلدان صممت على تدميرها ، أما عمق التزامنا بها فيتجلى في حقيقة تقديم أمريكا لإسرائيل منذ اعترافنا بها قبل خمس وأربعين سنة 40 مليار دولا على شكل مساعدات اقتصادية وعسكرية ، أي أكثر من ضعف ما انفقنا على خطة مارشال ، ثم جاءت حقيقة اعتراف الحكومات العربية أخيرا بوجود اسرائيل يجسد دليلا على الاعتراف العربي بأن التزامنا ببقاء اسرائيل ركن أساسي في سياستنا الخارجية لن يتغير حتى يلج البعير في سم الخياط " وبلا ريب لقد زاد هذا المبلغ بكثير منذ كتابة نيكسون هذا الكتاب الذي أنقل من ص 148ـ 158 طبعته الأولي 1995م

القضاء على التهديدات الإقليمية: ـ


ثم يقول بعد ذلك " والحق أن أخطر تهديد لمصالحنا الحيوية في منطقة الخليج العربي ينطلق من الأنظمة الراديكالية في العراق ، وسوريا ، والسودان ، وإيران ، وليبيا ـ يقول هذا قبل ظهور خطر الجهاد " الإرهاب الإسلامي " الذي سيطر على المشهد العالمي كما نشهد رغم التحليلات التي تقول إن تهويل حجمه مفتعل لدور هذا الافتعال المهم في تحقيق أهداف الهيمنة الأمريكية ـ إذ جعل صدام حسين من يوم تولّيه السلطة العراق قوة إقليمية كبرى ، وإن كان نفوس العراق 18 مليون نسمة فقط فهو يسيطر على 11% من احتياطي النفط في العالم كما أن مؤسسته العسكرية أكبر من نظيرتها البريطانية ، ولم يزل حجم قواته المسلحة حتى بعد حرب الخليج يحتل المرتبة الخامسة عشرة في العالم "

ثم ذكر أمثلة أخرى من التهديدات في المنطقة على الصهيوصليبية العالمية

أنظمة الخليج موالية ولكن لا تستطيع ضمان مصالحنا فلا بد من احتلاله : ـ


ثم قال عن أنظمة الخليج بعدما ذكر أنها غير قادرة بنفسها على ضمان مصالحنا تماما رغم حرصها على ذلك :

" ولآن هذه الأنظمة ليست بقادرة على اعتناق أمريكا تماما لخوفها من أن يولد ذلك عنفا داخليا ، علينا أن نصوب نظرنا لسبيل آخر عندما لا تسلس هذه البلدان قيادها لنا في القضايا الدولية ، والشيء الأكثر أهمية هو عملها المشترك معنا في قضايا أمن الخليج ، وانطلاقا من ذلك يفرض الواجب علينا تعزيز تسهيلات الإنزال البحري والجوي للقوات الأمريكية في منطقة الخليج العربي ، لقد سلخنا أثناء حرب الخليج ستة شهور لنشر الجنود والمعدات المطلوبة هناك ، وإذا كان العراق قد أعطانا هذه المهلة الثمينة لإتمام استعداداتنا ، فإن المعتدي الجديد قد لا يرتكب نفس هذه الغلطة ، وإذن علينا أن ننشر المعدات بشكل مسبق ولأقصى درجة ممكنة ـ كالدبابات ، والمدفعية الثقيلة ، والعجلات الخفيفة المدرعة ـ بما يشكل قوة ضاربة دفاعية محدودة ، نستطيع استخدامها في السعودية ودول خليجية أخرى " .

وبذلك يصبح الموقف العسكري لصالح الصهاينة بشدة :


ثم قال " فقد ولى عهد الاتحاد السوفيتي العدائي الذي يدعم أعداء اسرائيل من الغرب ، وحلت مكانه روسيا الديمقراطية ، ولم يعد أعداء " اسرائيل" يأخذون بالاعتبار الدعم المالي من دول الخليج النفطية الثرية ، وبعد انتهاء حالة العداء بين مصر واسرائيل على ضوء اتفاقيات كامب ديفيد ، أضحى الموقف العسكري في صالح اسرائيل بشدة "

ويمضي بوش قائلا والجميع ينصت بلا مقاطعة :

هذا الذي قاله نيكسون يا إخوتي الشياطين ، يجب أن لاننســـاه أبدا .

فقال له رامسفيلد اللعين ، أولــم تسمع سيادة الرئيس ما قاله فيليب زيلكو مؤخرا ، إنه يجب أن يؤدب ، فهــو يفضح الأسرار .

احتلال العراق كان لحماية "اسرائيل " لكن بوش لم يستطع أن يصرّح بذلك :


وكالة أنباء الانتر برس سيرفس أماطت اللثام عن تصريحات فيليب زيلكو -الذي يشغل منصب المدير التنفيذي للجنة تقصي الحقائق لأحداث الحادي عشر من سبتمبر- التي أدلى فيها أن إزالة خطر العراق على اسرائيل –أبرز حلفاء الولايات المتحدة في الشرق الأوسط- كان أحد الأسباب الرئيسة للغزو الأمريكي العام الماضي.

تصريحات زيلكو عن غزو العراق لتأمين "اسرائيل" كأحد أهداف الحملة تناقض الموقف المعلن للرئيس بوش وادارته الذي لم يتطرق قط إلى العلاقة بين حرب بوش على نظام الرئيس السابق صدام حسين وقلقه على أمن اسرائيل .

جاءت تصريحات زيلكو عن "الخطر غير المعلن" أثناء توليه لادارة على درجة عالية من الكفاءة الاستخبارية تعرف باللجنة الاستشارية لاستخبارات الرئاسة
الخارجية التي ترفع تقاريرها للرئيس مباشرة.

صرح زيلكو أمام حشد في جامعة فرجينيا في العاشر من سبتمبر لعام 2002 بصفته أحد خبراء السياسة الخارجية الذين استضافتهم الجامعة لمناقشة تبعات الحادي عشر من سبتمبر ومستقبل الحرب على تنظيم القاعدة: "لماذا يقدم العراق على مهاجمة الولايات المتحدة أو يستخدم الأسلحة النووية ضدنا؟ أنا أقول ما أظنه أن الخطر الحقيقي كان منذ 1990 على اسرائيل" .

واستطرد قائلا: " أقول لكم بصراحة هذا هو التهديد الذي لا يجرؤ أن يصرح باسمه فالأوروبيون لا يهتمون كثيرا به. والحكومة الأمريكية لا تريد أن تصرح
بهذا التهديد بحماسة لأنه لا يستقطب العامة".

واستطرد زيلكو مخاطبا جمهوره: "تصور هذه السيناريوهات وأنا سأقول لك أن
المسئولين قد فكروا بهذه الاحتمالات ولكنهم لم يكونوا يصرحون بها كثيرا".

"لا تركز على العلاقة بين العراق والقاعدة بل تساءل هل العراق على علاقة بحماس والجهاد الإسلامي ومن يقومون بالتفجيرات الانتحارية في اسرائيل؟ سؤال يسهل الإجابة عليه إذ أن الدلائل يصعب حصرها".

بوش : دعنا من زيلكو الآن ، فلن يضر قوله شيئا ، فالمنطقة كلها تحت سيطرتنا وفي قبضتنا .

الخلاصة :


أن أطوار مشروعنا للهيمنة على العالم الإسلامي ، والتي بعضها قــد مــرّ وبعضها سيأتي ... هي : ـ

  • 1ـ سقوط الاتحاد السوفيتي وتحوّل المشهد العالمي من وجود ثلاث عوالم ، إلى عالمين ، العالم الأول هو الغرب ، والثاني هو النصف الجنوبي من الكرة الأرضية الذي يحوي ثلثي العالم ، ومنه العالم الإسلامي الذي طالما خطط العالم الأول للهيمنة عليه ، وها نحن قد انطلقنا لنجعل هذا الحلم حقيقة .


  • 2ـ افتعال حرب الخليج الأولى لاحتلال الخليج عسكريا ، تمهيدا لاحتلال العراق ، وقد نجحنا في ذلك ، وكان نجاحنا في جعل الشعوب المغفلة تصدق أكبـــر من نجاحنا العسكــــــــــري.


  • 3ـ احتلال العراق ـ بعد استغلال الربط مع 11/9 ـ وتفكيكه وتحويله إلى كيان تابع للعالم الأول ، ثم تفكيك كل الدول الأخرى التي شعر العالم الأول أنها شكلت تهديدا ما لأطماعه .


  • 4ـ استغلال الدول الموالية لتفكيك ما تبقى من الجامعة العربية مع أنها كيان مهترىء آيل للسقوط أصلا ، ووضع الشرق أوسطية بديلا .


  • 5ـ تصفية الجهاد الفلسطيني وإنهاء كل أشكال المقاومة في فلسطين ، تمهيدا لفرض الحل الصهيوني للقضية .


  • 6ـ استكمال سلب الهوية العربية والإسلامية ، وتحويل المنطقة إلى مستعمرات أمريكية مرتع للسياسة والثقافة الغربية ، تدريجيا إلى أن يجتث الإسلام كليا من المنطقة ، ويتحول إلى إسلام "طقوسي" تابع للهيمنة الغربية .

1ـ ثورة شعوب المنطقة عندما تعي حقيقـــــــة الخطر .

قالت رايس :

هذه قد وجدنا حلها في أمريـــــن :

أحدهما : تحويل كثير من المتديّنين المتوقع معارضتهم لهذا المشروع ، إلى معسكرنا بفتاوى شرعيّة ، تجعل قبول مخططنا من صميم امتثال دينهم ، لانه طاعة لولاة الأمر وما أبرموه من معاهدات، وقد حققنا نجاحا على هذا الصعيد لم نكن نتوقعه ، وهذا ليس بجديد علينا ، فقد فعله الانجليز والأوربيون في الاحتلال الماضي ، وقد استفدنا من تجاربهم .

الثاني : إلهاء الشعوب بإثارات المواد الإعلاميّة من جهة ، والسيطرة على الأخبار من جهة أخرى .

وهذا يؤدي إلى تبلـّــد الوعي بحقيقة الخطر إلى أن يتم المشروع ، ثم لا يضر بعد ذلك لو وعوا ما هم فيه بعد فوات الأوان ، وبعد سيطرتنا على كل شيء ، فلن يزيدوا على البكاء على أطلال الأجداد ، كما فعلوا في حالة الأندلس.

قالت : وأما النخب المثقفة ، فنلهيها بمشروع " إصلاحي" زائف جديد ، ندغدغ به أحلامهم عن الحرية ، وحقوق الإنسان ، وتداول السلطة ، وتوزيع الثروة ، ونعدهم ونمنيهم ، كما وعدناهـــــم دوما فصدقونا ، ولنطلق عليه هذه المرة " مشروع الشرق الأوسط الكبير " ، لأن هذه اللعبة أكبر من كل ما سبق ، منذ أن خدعناهم بمنحهم الإستقلال العربي إن هم ثاروا على إخوانهم العثمانيين ، ثم ضحكنــا عليهم ، ولم يعتبروا ، ولازالـــــــــــوا وعجبا لهـــم ، منذ ان تركوا دينهم وهم أذل الناس ، ولم يعرفوا بعد سر قوتهم فيـــــــــه !!

قال بوش :

وما هو الأمر الثاني ؟

قال بول وولفيوتز :

2ـ المجاهدون ؟

فهذا حلها بملاحقتهم مباشرة وعن طريق دول المنطقة الموالية لهـم ، وواضح سيدي : أنه مهما كانت قدراتهم فهي لن تعدوا المناوشات التي تنتهي إلى طريق مسدود .

قال رامسفيلد :

لكن بقيت علينا المعضلة الكبيرة جدا سيدي .

قال بوش ، وقد رمت العصابة بأبصارهــا إلى العجوز :

ماهي لا أمّ لــــــــك .

قال العجوز الأشمط : كما تعلمون أن الخطر الأكبر على كل هيمنة ثقافة على ثقافة ، وأمة على أمة ، هو أن تصبح المقاومة للهيمنة جزءا لا يتجزأ من النسيج الاجتماعي ، ويغدو ثقافة عامة ، فحينئذ يدق ناقوس الخطر ، ويحدق بنا.

قالوا جميعا : نعم هنا مكمن الخطر ، إذ يستحيل علينا سحق شعب بأكمله ، فيثير علينا ذلك كل شعوب المنطقة وتتحول إلى بحر مائج من البراكين ، وقد رأيتم ما حصل معنا في فيتنام ، والصومال .

قال رامسفيلد : أتذكرون أن أكثر ما كنا نخشاه في العراق هو هذا الخطر ، ولهذا قد كنا نقول إن المقاتلين لنا هم أجانب فحسب ، وكنا نكذب لنشعر الناس أنها مقاومة محدودة ، مصيرها الفشل بعدما نحكم قبضتنا على البلاد .

قال بوش : غير أن منظر السحل في الفلوجة ، وانتشار المقاومة في الشعب العراقي نفسه ، أوضح للشعوب أنها مقاومة شعبية ، كمقاومة الشعب الفلسطيني لإحتلال إخواننا الصهاينة ؟!

قال رامسفليد : الله لايفتح عليك يا سيدي .

قال بوش : أكمل يا عجوز الشــــــــرّ .

قال رامسفيلد : إن الذي يحول المقاومة من عمليات محدودة يقودها شباب متحمسون ، يبحثون عن ثغرات يضربون بها بين الفينة والأخرى ، إلى جزء من النسيج الاجتماعي والثقافي من المجتمعات ، هــــم .

قال الجميع بصوت واحـد : من هـــم قاتلك الله ؟

قال رامسفيلد : هم قادة الفكـر ، ورجال صناعة الوعي ، فهؤلاء خطرون جدا ، إنهم يصنعون وعي المجتمع ، ويوجهونه ضدنا ، ولا يموتون بموتهم ، بل يحيي فكرهم بعدهم أفواجا من المقاومة ، إنهم أخطر سلاح ضدنا ، ولا احتاج أن أذكركم بالشيخ أحمد ياسين ، وما صنعه في إخواننا الصهاينة وهو مقعد ، وما أخرجنا مع الصهاينة دماغه الكبير والخطير من رأسه ، بالصواريخ ، إلا بعدما صنع جيلا كاملا ، من العقول التي تصنع القنابل البشرية ، وتقلب خططنا رأســا على عقب .

ويوشك إن تركنا أمثال هؤلاء في العالم الإسلامي ، أن يعبّئوا ضدنا المجتمعات ، وتتحول المقاومة من مجموعات صغيرة ، إلى ثقافة عامة .

قال بوش : نعتقلهم جميعا ونضعهم في أقفاص غوانتنامو !!

قالت رايس لتشيني هامسة : الم أقل لك إنه أحمق ؟!

قال رامسفيلد : كلاّ سيدي ، الحل أن نغيـّـر العين التي يستمدون منها ، حتى إذا ذهب هذا الجيل ، نضمن أن لا يأتي مثلهم ، وريثما نكمل هذه الخطة ، نلهي الشعوب بإعلام المتعة واللذة ، ألم تر كيف فعلنا بهم في " ستار أكاديمي " ولدينا مثله الكثير الكثير .

قال بوش : اقطعــــوا العين اليوم .

نظرت رايس لتشيني مرة أخرى ، وهزت رأسا يمنة ويسرة قليلا ، كأنها تقول : ألا فصبرا على هذه البلوى .

قال رامسفيلد : إنما اعني سيدي تغيير المناهج التي تعلم الشعوب الإسلامية عزة الانتماء إلى الإسلام ، وتجعل موالاتنا ضد إخوانهم المسلمين ردة عن دينهم ، وتأمرهم بجهاد المحتل ، هذه هي التي صنعت المجاهدين ، ويوشك إن قتلناهــم أن تخرج مثلهم الآلاف بل الملايين .

فيجب علنا أن نقطع الطريق على أن يصنع عقول هذه الشعوب غيرنا ، في كل النواحي ، في الإعلام ، وفي المدارس ، وفي الجامعات ، وفي كل مكان ، وذلك لايتم إلاّ بتغيير المناهج .

قال بوش : قد قلت لكم فيما مضى ، نجمع نسخ القرآن ، ونحرقها .

تارة أخرى يتبادل تشيني ورايس النظرات اليائسة .

قال رامسفيلد : لا نستطيع سيدي هكذا ، لا نستطيع هكذا ، إن الأمر أعقد بكثير ، إنه حضارة عظيمة ، وممتدة في التاريخ ، والقرآن محفوظ في صدورهم ، ليس أوراقا نمزّقها .

قال بوش : إذن كيف ستغير المناهج ؟

رامسفليد : أولا نكثر من الجامعات والمعاهد والمدارس الأجنبية في بلادهم ونستقطب إليها أبناء عليــــــة القوم .

وأما بقية الشعوب ، فنغيــّر في المناهج التعليمية المعاني التي تعطي المفاهيم التي تعارض سياستنا ومشروعنا ، نجعل القرآن والإسلام نصوصا لها معان أخرى تناسبنا .

قال بوش : لكنهم لن يسمعونا ، إنهم يسمعون من علماءهم فقط .

رامسفليد : سنجد يا سيدي من علماءهم من يقوم بهذا الدور .

رئيس السي آي إيه : لقد وجدنا بالفعــــــــل سيدي .

قال تشيني : لكن هذه الجماعات الإسلامية ، والحركات ، والهيئات ، والمؤسسات ، والعلماء ، والدعاء ، ووسائل الإعلام ، والمساجد ، وما لا يحصى من ذلك كله ، كيف لنا أن نهزمهم فكريــــــّــا ، وقد امتلأ بهم العالم الإسلامي كلـــــــــه .

قال رامسفليد : سنشغلهم بالخلافات ، والأمور الثانوية ، ونحرّش بينهم ، بأناس ندسهم فيهم ، يقنعونهم أنه لاخطر منــا ، إنما الخطر من هذه الحركات والدعاة أنفسهـــــــــم ، ونضرب قلوب بعضهم ببعض ، فيلهون بالصراعات فيما بينهم على الزعامات الشخصية ، والمكاسب الحزبية ، ونفرغ طاقاتهم في هذا الميدان ، ونخترق صفوفهم بالمذاهب الضالة منهم ، ونحولهــا إلى عيون لنا عليهم ، ومفسدين لذات بينهم ، يوطئون لنــا مشروع الامبراطورية ، صنيع ابن العلقمي مع التتر .

قال الجميع : وبهذا سيدي الرئيس ، لا يقف بيننا وبين النصر التام شيء ,.

فوقف بوش فرحا مسرورا ، وقال لنحتفل إذن بشرب الخمر على النصر النهائي على الإسلام والمسلمين .

وبينما هم يتمايلون فرحا ، ليقفوا ، وليجيبوا دعوة سيّدهم إلى شرب الخمـــــر على دماء المسلمين .

إذ دخل عليهم أحد الروم من موظفي البيت الأبيض الكبار ، وكان من قبل يكتم إسلامه ، فقال اجلسوا إني أريد أن أكشف لكم سرا عظيما .

فجلسوا منصتيـــــــن مندهشــــــــــــين .

فقام فيهم خطيبــــــــا صادعــــــــــــا بالحق المبين :

ألا يا عصابة الشر ، قد علمتم والله إن الإسلام دين الحق الذي بعث الله به محمدا صلى الله عليه وسلم مصدقا لما جاء به عيسى عبدالله ورسوله وكلمته التي ألقاها إلى مريم وروح منــه ، وقد بشر به عيسى عليه السلام ، وأنكم إنما تحاربون الله عندما تحاربون دين محمد عليه الصلاة والســــــــــــلام .

ولكن أغرتهم يهود بما أغرتكم به من متاع الحياة الدنيا ، فاستهوتكم إلى هواها ، واستعملتكم في حرب الله تعالى ، ورضيتم بذلك طائعين ، وذهبتم إلى أرض الرسل الكرام ، وقد علمتم أن ميراث الرسل أضحي بيد المسلمين ، تريدون أن تطفئوا نور الله تعالى ، وتحاربوا دينه .

وقد أغراكم ما ترونه مما حلّ بالمسلمين من الضعف والبعد عن دينهم ، ونسيانهم أنّ عزّهم فيه لا في غيره ، كما غرّكم ما صنعه في تلك الشعوب أولياؤكم من زعماءهم السياسيين الخونة ، من الهوان والتفرق ، وزين الشيطان في قلوبكم ثروة النفط ، ونزعة الهيمنة ، وسيطرت على عقولكم أحلام الامبراطورية الرومانية .

ولكن اعلموا أنكم تقودون أنفسكم وشعوبكم إلى حتفكم .

قال أخبثهم ريتشارد بيرل : ويحك ، كيف نُقــاد إلى حتفنا ، وقد استوينا على بلادهم ، وملكنا رقابهم ، ووضعنا الحديد في أعناق قادتهم جميعا .

قال المسلم : بل ويحكم جميعا ، إنما يستدرجكم الله ، كما استدرج فرعون ، وكلّ الطغاة ، إن الذي سيهلككم هو طغيانكم ، وكذلك هي سنة الله ، تلاها اليهود في التوراة ، والنصارى في الإنجيل ، وفي القرآن قال الله تعالى :


"اسْتِكْبَارًا فِي الأَرْضِ وَمَكْرَ السَّيِّئِ ولا يحيق الْمَكْرُ السَّيِّئُ إِلا بِأَهْلِهِ فَهَلْ يَنظُرُونَ إِلا سُنَّتَ الأوَّلِينَ فَلَن تَجِدَ لِسُنَّتِ اللَّهِ تَبْدِيلا وَلَن تَجِدَ لِسُنَّتِ اللَّهِ تَحْوِيلا * أَوَلَمْ يَسِيرُوا فِي الأَرْضِ فَيَنظُرُوا كَيْفَ كَانَ عَاقِبَةُ الَّذِينَ مِن قَبْلِهِمْ وَكَانُوا أَشَدَّ مِنْهُمْ قُوَّةً وَمَا كَانَ اللَّهُ لِيُعْجِزَهُ مِن شَيْءٍ فِي السَّمَاوَاتِ وَلا فِي الأرْضِ إِنَّهُ كَانَ عَلِيمًا قَدِيرًا * وَلَوْ يُؤَاخِذُ اللَّهُ النَّاسَ بِمَا كَسَبُوا مَا تَرَكَ عَلَى ظَهْرِهَا مِن دَابَّةٍ وَلَكِن يُؤَخِّرُهُمْ إِلَى أَجَلٍ مُّسَمًّى فَإِذَا جَاء أَجَلُهُمْ فَإِنَّ اللَّهَ كَانَ بِعِبَادِهِ بَصِيرًا "


وسيخرج الله تعالى لكم رجالا من المسلمين ، يزلزلون الأرض من تحت أقدامكم ، وستنهض بهم بعد الله أمة الإسلام ، وها أنا ذا أرى فيها نبض الحياة ، بهذا الجهاد الذي بدأ يشتعل ، وتلك الروح التي بدت تنتشر .

ألا ترونهم يقاتلون بلا خوف ، ألا ترونهم يجاهدون كالأسود ، ويزأرون كالرعود ، ألا ترون أنكم تزيدونهم إصرارا وشجاعة ، كلما زدتم عليهم في العنف والقتل والتشريد ، إن هذه علامة إرهاصات النهضة الشاملة .

قالت رايس وقد جلّل الخوف وجوههــم جميعا : لنفرض أننا انقلبنا عنهم قافلين إلى ديارنــــــــا ، بثورة علينا عارمة ، فسنفعل مثل ما فعل إخواننا الأوربيون في الاحتلال الماضي ، سننصب عليهم أولياءنا ، فيظنون أننا انكفأنا وما انكفأنا .

فقال حينئذ أخبثهــم بيرل : لا هذه المرة ، يختلف الحال ، إن الخطاب المهيمن على الشعوب هو الخطاب الإسلامي ، فإذا انكفأنا فلن نفلح أبــــــــــــــدا .

قال بوش : إذن الموت ، أو نستعبدهم فننتصر .

قال المسلم الذي كان يكتم إسلامه : بل الهزيمة التي أراها والله تلوح على وجوهكم ، وستذكرون ما أقول لكم وأفوض أمري إلى الله إن الله بصير بالعباد .

assessing the impact of 9/11 and the future of the war on the al-Qaeda terrorist

statements are the first to surface from a source closely linked to the Bush
administration acknowledging that the war, which has so far cost the lives of
nearly 600 U.S. troops and thousands of Iraqis, was
motivated by Washington's desire to defend the Jewish state.

In
his university speech, Zelikow, who strongly backed attacking the Iraqi
dictator, also explained the threat to Israel by arguing that Baghdad was
preparing in 1990-91 to spend huge amounts of "scarce hard currency" to harness
"communications against electromagnetic pulse," a side-effect of a nuclear
explosion that could sever radio, electronic and electrical communications.

That
was "a perfectly absurd expenditure unless you were going to ride out a nuclear
exchange--they (Iraqi officials) were not preparing to ride out a nuclear
exchange with us. Those were preparations to ride out a nuclear exchange with
the Israelis," according to Zelikow.

He
also suggested that the danger of biological weapons falling into the hands of
the anti-Israeli Islamic Resistance Movement, known by its Arabic acronym Hamas,
would threaten Israel rather than the United States, and that those weapons
could have been developed to the point where they could deter Washington from
attacking Hamas.

Iraq and al-Qaeda, but then ask yourself
the question, 'Gee, is Iraq tied to Hamas and the Palestinian
Islamic Jihad and the people who are carrying out suicide bombings in
Israel'? Easy question to answer; the
evidence is abundant.

To
date, the possibility of the United
States attacking
Iraq to protect
Israel has been only timidly raised by some
intellectuals and writers, with few public acknowledgements from sources close
to the administration.

Analysts who reviewed Zelikow's
statements said they are concrete evidence of one factor in the rationale for
going to war, which has been hushed up.

"Those of us speaking about it sort of
routinely referred to the protection of
Israel as a component," said Phyllis Bennis
of the Washington-based Institute of Policy

Others say the administration should be

for invading Iraq.

"They (the administration) made a
decision to invade Iraq, and then started to search for a
policy to justify it. It was a decision in search of a policy and because of the
odd way they went about it, people are trying to read something into it," said
Nathan Brown, professor of political science at George Washington University and
an expert on the Middle East.

But
he downplayed the Israel link. "In terms of securing
Israel, it doesn't make sense to me because
the Israelis are probably more concerned about
Iran than they were about
Iraq in terms of the long-term strategic
threat," he said.

Still, Brown says Zelikow's words
carried weight.
"Certainly his position would allow him to speak with a little
bit more expertise about the thinking of the Bush administration, but it doesn't
strike me that he is any more authoritative than Wolfowitz, or Rice or Powell or
anybody else. All of them were sort of fishing about for justification for a
decision that has already been made," Brown said.

Reporters Without Borders sends open letter to presidential candidates in Algeria

As the 8 April 2004 presidential elections approach, Reporters Without Borders has asked the candidates to make a solemn commitment on a number of measures that would guarantee greater respect for press freedom in Algeria. The organisation has, in particular, called for :


  • The abolition of prison sentences and the reduction of fines for defamation convictions, through an amendment of Criminal Code Article 144b. This article currently provides for sentences of two to 12 months in prison and heavy fines, ranging from 50,000 to 250,000 dinars (approx. 500 to 2,500 euros), in cases where individuals are convicted of making defamatory, insulting or slanderous remarks about the president, Parliament, either of its two houses, or the People's National Army (ANP).


  • Respect for Article 10 of the Law of 3 April 1990 regarding access to information, which stipulates that "the diverse trends of public opinion and thought are guaranteed equal access in public sector media and publications".


  • The abolition of the state television and radio monopoly, and guarantees to ensure the independence and diversity of news stations.


  • The possibility for foreign media correspondents to work for several different publications, in accordance with the principle of labour freedom as it has been understood for many years.

Algerian journalists are still far from able to work freely even though the threat from armed Islamist groups has diminished. Local officials, businessmen and opposition elements in Kabylia are now taking their turn to put them under pressure. The defence ministry has also opened legal proceedings against several journalists.

Algerian journalists suffered harassment, physical attacks and prosecution in 2002 not only from the state but also at the hands of local officials, local businessmen and delegates of the Aârchs, representatives of the "citizens movement" in Kabylia. Local correspondents have been the main victims of this brutality.

The assault on Abdelhaï Beliardouh, correspondent for El Watan in Tébessa, is the worst example of this. In July, the chairman of the local chamber of commerce and industry and his henchmen beat him viciously, insulted and humiliated him. He was so badly affected by the experience that in October he attempted suicide. He died in November.

The local press faced in dangerous conditions while covered rioting in Kabylia. Caught between opposing forces, a number of them were targets of harassment and threats from the delegates of the Aârchs. Too often those who attacked journalists did so with complete impunity.

For their part, the authorities, relying on article 144b of the penal code, managed to hang an effective sword of Damocles over the media. This sets out prison terms from two to 12 months and fines ranging from 50,000 to 250,000 dinars (around 625 to 3,125 euros) for any "attack on the president of the Republic involving abuse, insult or defamation […]". The same penalties apply when the offences are committed against "the parliament or either of its two chambers or against the army (ANP)".

During the year the defence ministry brought defamation charges against several journalists, several of whom were fined. In general journalists constantly faced censorship or appled self-censorship. Many issues remain taboo : anything related to human rights, influence of the generals, etc.

Finally, there has been no progress in any investigations of disappearances of journalists between 1994 and 1997. Reporters Without Borders concluded, during an on-the-spot investigation in January 2001, that security forces had abducted three of them.

New information on journalists killed before 2002



During the Reporters Without Borders fact-finding investigation in Algeria in October 2002, several journalists in Tizi-Ouzou, anonymously informed the organisation that "property sharks" were implicated in the September 1995 murder of Saïd Tazrout, correspondent for the daily Le Matin in Tizi-Ouzou. Witnesses said the killers arrived in a taxi and that Saïd Tazrout collapsed after he was hit by one or more bullets in the leg and was finished off with two shots to the head.

One week before his death the journalist had published an article on a property scandal and ending : "In the next issue we will name names." A colleague said that some of those implicated had probably ordered the killing. "The journalist was killed 400 metres from the police station. He was carrying two guns himself. Since then nobody has dared to write anything about these property sharks in Tizi-Ouzou," he said.

Another Tizi-Ouzou journalist explained it : "Saïd Tazrout threatened the interests of some extremely powerful groups" A third journalist told Reporters Without Borders that in 1998, following publication of an article on the "property sharks" in the region, someone came to this office and threatened him. "Remembering the journalist who was murdered in 1995, I refused to work on the assignment again when my boss asked me to. I was too afraid." At the time the press had reported that armed Islamist groups had killed Saïd Tazrout.

Reporters Without Borders has recorded 57 journalists killed between 1993 and 1996. Some 40 more other media workers were also killed during these dark years.

In June 2000, officials at the justice ministry told the organisation that the perpetrators or their accomplices had been identified and some of them convicted in 20 of the cases. A preliminary investigation had been opened in all the other cases, the same officials confirmed.

In several cases represented as "cleared up" at least 15 death sentences in absentia were handed down from 1993. For their part, lawyers said that in some cases security forces simply "stuck on" killings of journalists to charges against those arrested as part of the struggle against armed Islamist groups.

While there is no doubt that the majority of the 57 journalists were killed by armed Islamist groups, some cases do leave unanswered questions. Several people think they could have been killed by forces close to the government to "get rid off trouble-makers, demonise the terrorists and intimidate the press".

Journalists who disappeared



Five journalists "disappeared" between 1994 and 1997. Two of them were kidnapped by armed Islamist groups. In the absence of full investigations, certain aspects of the cases give rise to the belief that the three others were kidnapped by members of the security forces.

Mohamed Hassaïne, local correspondent on the daily Alger Républicain, was kidnapped on 28 February 1994 as he left his home in Larbatache (wilaya de Boumerdès) on his way to work. Friends and family said the four kidnappers belonged to armed Islamist groups. Ex-members of these groups said he was murdered on the same day.

Kaddour Bousselham, correspondent with the state-owned Horizons in Hacine, in the western Mascara region was abducted on 29 October 1994. He and his family had been living in a tent because their home had been destroyed by an earthquake. He was apparently tortured then had his throat slit by an armed Islamist group led by the Emir Zoubir. According to the justice ministry a preliminary investigation was open on 27 November 1994 but it ended in the case being closed for lack of evidence on 18 February 1995.

Djamil Fahassi, a journalist with national Chaîne 3 radio, was abducted by two people on 6 May 1995 as he left a restaurant. He was forced into a car, which several witness said then went through a police roadblock near El-Harrach jail with no difficulty. The justice ministry said a preliminary investigation had been opened into the case and would go before the Algiers court. The governmental human rights monitoring body (ONDH) said that Djamil Fahassi had neither been questioned nor arrested.

Aziz Bouabdallah, a journalist with the Arabic daily El-Alam Es-Siyassi, was taken from his Algiers home on 12 April 1997 by several "very well-dressed, plain-clothes men who looked like members of military security", his family said.

He was forced into a white car. Several days later, a friend of the family, a captain in the intelligence services (DRS) said that he was responsible for the "operation" adding that Aziz Bouabdallah had "done nothing, he simply wrote a libellous article".

Two weeks later as the family tried to get further information the officer disappeared. According to the ONDH, the national gendarmerie said the journalist had been "abducted by an unidentified group of four armed men". The Algiers court dismissed the case for lack of evidence on 20 May 200 but this ruling was set aside by the criminal appeal court on 27 June.

Salah Kitouni, managing editor of the national daily El Nour, suspended in October 1992, went to the Constantine police station on 9 July 1996 where he had been interrogated a few days earlier. His family heard nothing more from him.

The family, who wrote seeking information, was told by the prosecutor in March 1997 that on 19 July 1996 the police had handed him over to the research and investigation centre of the Fifth military region. Since then his family have received no replies to the numerous letters they addressed to the ONDH, to the state commissioner and to the Algerian president himself.

Farouk Ksentini, chairman of the national consultative commission for the promotion and protection of human rights (CNCPPDH, that replaced the ONDH) told Reporters Without Borders in October 2002 that he was powerless to act.

"We have no way of knowing what happened," he said. "We seek information from the various authorities but their replies remain evasive. What can we do ? We are not a commission of inquiry. These disappearances happened during a period of total chaos. There was no longer a state."

"We can only encourage the families to make complaints. The state being responsible for these disappearances, we are in favour of compensation. But that doesn't mean to buy off the problem. We need a real commission of inquiry to investigate this problem."

Four journalists physically attacked



Lotfi Bouchouchi, correspondent in Algeria for the French television channel TF1, suffered serious facial injuries when he was hit by a tear gas grenade fired by a gendarme on 13 March 2002 at Tizi-Ouzou where he was covering street reactions to a speech by President Abdelaziz Bouteflika. He was hit despite the fact that he was standing away from the demonstrators and clearly identifiable as a cameraman.

A number of journalists were insulted and manhandled by the police in Algiers on 14 March during an unauthorised march by the opposition Socialist Forces Front.

M.K. Soussa, journalist with the daily Le Matin, was injured during a crackdown by security forces on a march at Tizi-Ouzou on 28 March. He suffered broken knee and shinbones.
Kamel Boudjadi, journalist with the daily La Nouvelle République, was viciously beaten by security forces while covering rioting in Tizi-Ouzou in May.
Saâd Garboussi, chairman of the Chamber of trade and industry of Nememchas (Tébessa and Souk Ahras region), turned up on 20 July, with three Chamber of commerce officials at the home of Abdelhaï Beliardouh, correspondent in Tébessa for the daily El Watan.

The journalist was severely beaten in front of his family before being dragged through the streets of the town where they continued to beat and insult him. He was then driven to the cellar of the home of Saâd Garboussi where he was interrogated about an article that had appeared that day. He was released as few hours later.
This attack followed the appearance in the 20 July edition of El Watan of an article headlined "Arrest of the chairman of the Chamber". Abdelhaï Beliardouh said in the article that Saâd Garboussi "had apparently been implicated by a former terrorist for bankrolling terrorism" and that he had "reportedly taken part in money-laundering" of GIA funds, generated by crime and extortion which have cast a tragic shadow over the Médéa and Jijel regions."

On 19 October, Abdelhaï Beliardouh attempted suicide by swallowing acid and was hospitalised urgently in Algiers. He died overnight on 19/20 November from serious internal injuries to his oesophagus and stomach.

Pressure and obstruction



Ali Ben Chaabane, bureau chief of the daily L'Expression, received phoned death threats in January 2002. He believed the person who made the call to be a brother of Belaïd Abrika, one of the best known leaders of the citizens' movement. The journalist had just written a series of articles in which he charted the faltering state of the movement, extortion from shopkeepers, etc.

In mid-February Hamid Benatia, correspondent in Annaba for the Arabic daily El Youm became the target of administrative harrassment by local police who demanded every possible document in connection with the legality of his correspondent's office. This came just after the journalist had criticised the role of police during rioting in the region.

Omar Belhouchet, managing editor of the daily El Watan, was acquitted by the Algiers appeal court on 4 March. He had been convicted at a first hearing on 5 November 1997 for "attacking constituent bodies". He had been charged by the public prosecutor for comments he made in September 1995 on French television channels TF1 and Canal Plus. Discussing the murders of Algerian journalists he said he did not rule out the involvement of the "power elite". Under interrogation on 18 February, he said that his comments were "not aimed at any constituent body or state institution but he did not rule out that the political-financial mafia was implicated in the some murders of journalists".

In a crackdown on an unauthorised march by the Socialist Forces Front on 14 March in Algiers, Zoubir Khelaifia, of the Jeune Indépendant, was arrested along with other demonstrators and interrogated in a police station. Hassan Kaoua, journalist with state Chaîne III radio, was also arrested and then released without any questioning. Police damaged a camera belonging to Malika Taghlit, photographer for El Watan.

On 26 May, the minister of communication ordered the foreign press to stay away from Kabylia when covering parliamentary elections. The Algerian authorities cited an "incident" in Kabylia that happened to a police escort protecting a France 2 TV crew. Following protests from foreign journalists on 27 May foreign minister Abdelaziz Belkhadem, said they could go where they wanted.

At the end of June, a court in the Algiers suburb of Chéraga sentenced Lotfi Nezzar to a fine of 1,000 dinars (around 12 euros) and one token dinar to be paid to the plaintiff, columnist on Le Matin, Sid Ahmed Semiane known as S.A.S.

Lotfi Nezzar had viciously assaulted the journalist in an Algiers disco on 19 October for having criticised his father, Khaled Nezzar, a retired major general and former defence minister.

There had been a previous dispute between the two around a year earlier and in the months before the assault Nezzar had made a number of threats against the journalist.
Several employees of public ENTV television demonstrated in front of the head office of the daily El Youm, at Tahar-Djaout press building in Algiers on 7 August in protest at a cartoon that appeared the same day in the daily which poked fun at the TV station's recruitment procedures for women.

Some men tried to break into the newspaper offices, abusing journalists and threatening the cartoonist, Djamel Noun. As a result he went into hiding until 10 August to escape the threats made against him He said that the Algerian television had started a campaign of denigration against him, calling him a "terrorist" and comparing him to the GIA head Antar Zouabri.

El Youm was fined on 30 July 210,000 dinars (around 2,600 euros) in damages following a libel complaint by ENTV over an investigation by Redouane Boudjemâa into the management of state television.

In mid-September, Ali Hemici, a journalist with the daily El Ahdath, and Ghanem Khemissi of Erraï were threatened at party headquarters in Annaba by an elected member of the National Democratic Rally (RND), about whom they had written critical articles. Party activists intervened to prevent him from attacking the journalists.
Nabil Chaoui, of the daily Le Jeune Indépendant, was threatened by two men in his office in Annaba on 19 September. Three days earlier, the journalists had written an article reporting comments by the chairman of the Chamber of commerce and industry in Sebybouz-Annaba criticising an industrialist in the region. Chaoui believed the men were the industrialist's henchmen.

Madjda Demri, correspondent of the daily L'Authentique in Tizi-Ouzou was covering a citizens' movement meeting on 27 September when she was fiercely attacked by several delegates.

They wanted her to be made to apologise for an article she had written about a meeting of the Socialist Front Forces that had been broken up violently by members of the movement.

Said Tissegouine, bureau chief of the Algiers daily Le Jeune Indépendant in Tizi-Ouzou published an investigation at the end of September on alleged fraud in connection with money collected by aid organisations for those hurt in the Kabylia riots. He concluded : The money never reached the coffers of the movement. At the end of the article, he said that in the next issue a delegate would make revelations about this scandal and that he would name names. Shortly afterwards friends of the journalist told him that his life was in danger and that he was under threat of death. He left Tizi-Ouzou for two weeks. The promised dramatic interview never appeared.

Photographer Samir Leslous, of the daily Liberté, fell and broke his leg as he was being chased by riot police on 7 October at Irdjen, Kabylie.

Some 30 family members of the disappeared gathered on 6 November in front of the offices of the national consultative commission for the promotion and protection of human rights (CNCPPDH) and were heading for the chairman's office when they were set upon by security forces. A journalist from the Arabic daily El Fadjr, Ibrahim Fakhar, was beaten when he gave his occupation. He was then taken to the police station at Cavaignac in central Algiers where he was again viciously beaten. Another journalists, who asked not to be named, was threatened by a police officer, who told him : "If you write a word I will shoot you."

Throughout the year, the defence ministry laid libel charges against several newspapers including the dailies El Watan, Liberté and Le Matin. On 31 December, Ali Dilem, cartoonist with Liberté, was sentenced by the Algiers court to a fine of 20,000 dinars (about 240 euros) for a drawing of the assassination of president Boudiaf. At the end of the year he was again subject to legal action for three further drawings. The same day, S.A.S., columnist of Le Matin, and the management of the newspaper were fined 980,000 dinars (around 12,000 euros).

ووجه البيان حديثه إلى ما أسماه 'الشعب الياباني الصديق' وقال:

Though the numbers are still somewhat inconclusive, a total of nineteen soldiers have been killed in Iraq in less than 24 hours.

First, CentCom reported that three soldiers died from combat on April 5th:
Three Task Force 1st Armored Division soldiers were killed during separate attacks April 5-6 in the Kadhimyah district here.

The first soldier died of wounds received during an attack that took place at about 11 a.m. April 5. The soldier was traveling with a southbound convoy when it was attacked with small-arms and rocket-propelled grenade fire.

A second soldier died later that day, at about 9:30 p.m., when his vehicle was struck by a rocket-propelled grenade during a firefight in the same area.

A third soldier died from wounds he received during a rocket-propelled grenade attack on his Bradley Fighting Vehicle at about 12:30 a.m., April 6.

The military also reported the death of four Marines later in the day:
Four Marines serving with the I Marine Expeditionary Force were killed as a result of enemy action in the Al Anbar province April 5 while conducting security and stabilization operations."

The cycle of violence in the Iraqi town reflects rage in the face of a heavy-handed occupying power, writes Jonathan Steele.

The architecture of the Iraqi town of Falluja bears little resemblance to the narrow alleys of Gaza's impoverished refugee camps. Detached two-storey homes with palm trees and small, shaded gardens behind sand-coloured front walls stand along the wide streets, looking as comfortable as suburbs anywhere.

But as residents ushered reporters into their homes shortly before last week's attack on four American security guards, it was clear that deep communal anger was lurking here, and had reached boiling point. They wanted to show the results of several US incursions over four days and nights the previous week.

Rockets from helicopter gunships had punctured bedroom walls. Patio floors and front gates were pockmarked by shrapnel. Car doors looked like sieves. In the mayhem 18 Iraqis lay dead. On the American side, two Marines were killed. It was the worst period of violence Falluja has seen during a year of occupation.

So last week's retaliation comes as no surprise. The cycle of violence that US troops unleashed looks and feels increasingly like Palestinian rage in the face of excessive force by an occupying power.

In Falluja there are tactical differences. Few Iraqis see a need to resort to suicide, nor do they primarily choose to target civilians. The US base nearly five kilometres from town produces a ready flow of potential military victims, now supplemented by private contractors working closely with the occupation authorities.

Military convoys trundle through or near Falluja every day. The usual tactic is to ambush them with home-made bombs, followed by grenades and small arms fire when the survivors jump out of their vehicles. Then the resistance runs off into the suburban side streets.

The American response is heavy-handed and indiscriminate. "The US is indirectly supporting the resistance by targeting innocent people. It makes us more sympathetic to the resistance," Shaban Rajab, 45, a taxi driver, told me.

For Tha'ir Turki and his family the Americans piled insult on injury. They were attending the wake for their father, who had been killed on Thursday, when more grim news arrived. "Don't go home," a group of neighbours warned them. "The Americans are there."

"Even if there was some resistance among people here, what have we done? Our women and girls are not part of it," said Turki, as he showed the chaos the Marines left after sleeping in his house. He was particularly upset at finding them in his teenage sisters' bedroom. Little jewellery boxes were scattered across the dresser, their lids off. Women's clothes had been pulled out of drawers.

Not many of Falluja's people are former Baathist loyalists, as the Americans say. Nor have the Americans produced evidence of large numbers of foreign "jihadis". They are ordinary families, driven by nationalist pride, and increasingly by a desire to retaliate when their homes and neighbourhoods are violated and their relatives and friends killed.



"Our women and girls are not part of it" but Savage Yankees and Barbaric Americans do not have enough humanity to understand such a civilized concept.

من الأعظمية إلى الفلوجة ومن مدينة الصدر إلى النجف والكوفة ومن الناصرية والعمارة إلى البصرة والكوت مرورا بمدن أخرى في العراق هناك اليوم مواجهات شاملة في بعض هذا المناطق ومتقطعة في مناطق أخرى مع قوات الاحتلال التي شنت الحرب على العراق بقيادة القوات الأميركية قبل عام وأسابيع من هذا التاريخ.

الصورة اليوم تغيرت في تكتيكات المواجهة وفي مسار الحرب الشعبية في العراق حيث أخذت الحرب مع قوات التحالف طابعا مغايرا لتوقعات الأميركيين بعد أن ظنت قوات الاحتلال على مدى العام أنها لا محالة ستكسب الحرب والسلام في العراق بعد أن تقضي على ثلة من "مشاغبي السنة في مثلثهم".

تأتي هذه المواجهة الشاملة بعد أن اقتنعت الإدارة الأميركية وأقنعت كثيرين أن المشكلة الأمنية في العراق هي فقط مع "المثلث السني".

فقد ظل هذا المثلث خلال العام الماضي محافظا على وتيرة المواجهة مع قوات التحالف في بغداد والأنبار والفلوجة والموصل وتكريت.

وكان اعتقاد البيت الأبيض أن قوانين الاشتباك هذه بين قواته والمثلث السني ومن أطلق عليهم الإرهابيين الأجانب لن تتغير. ولم تضع قوات الاحتلال في حساباتها على أرجح تقدير دخول عنصر آخر للمعركة في هذه المرحلة على الأقل وخصوصا العنصر الشيعي.

الشاب مقتدى الصدر الذي اعتبره الرئيس الأميركي جورج بوش في كلمة له في ولاية نورث كارولاينا أمس "خارجا على القانون" أعلن على مدى العام الماضي إيمانه بالمواجهة السلمية حتى يرحل الاحتلال، ولكنه كما يبدو فقد -مثل كثير من العراقيين- الأمل بقرب تحقق مشروع الأمن والرخاء الذي ظلت الإدارة الأميركية تبشر به العراقيين.

المواجهة العراقية مع قوات التحالف بقيادة الولايات المتحدة الأميركية في العراق أخذت -كما تشير الأنباء- تتسع وتكسب أرضية جديدة كل يوم، وأضحت القوات الأميركية غير معنية كثيرا بصورتها باعتبارها محررة للعراقيين من نظام حكم الفرد، لم تعد الابتسامات هي ما يحرص الأميركيين على توزيعها حتى أمام عدسات الإعلام.

القنابل والطائرات الأميركية وهي تقصف تجمعات مدنية ومنازل العراقيين في الفلوجة والأعظمية ومدينة الصدر غدت مشهدا لا يمكن التكتم عليه، والحديث بثقة عن مستقبل مشرق للعراقيين.

الأميركيون أيضا لم يعودوا متفائلين فقد طلب قائد القيادة الوسطى الجنرال جون أبي زيد من وزارة الدفاع وهيئة الأركان الأميركية المشتركة أمس درس إمكانية إرسال تعزيزات عسكرية جديدة للعراق في أقرب وقت لمواجهة إمكانية تزايد رقعة المواجهة. ويقول محللون عسكريون إن ربيعا وصيفا ساخنين ينتظران قوات التحالف في العراق.

لقد خسرت قوات التحالف حتى الآن 721 جنديا منهم 549 قتلوا بعد أن أعلن بوش في شهر مايو/أيار2003 من على حاملة طائرات أميركية انتهاء العمليات الحربية الشاملة في العراق.

وبلغت خسائر القوت الأميركية 619 جنديا قتل منهم أكثر من 480 في مواجهات متفرقة مع المقاومة العراقية بعد ذلك الخطاب، ويؤكد محللون عسكريون أن هذا الرقم مرشح للزيادة في ظل دخول شيعة الصدر المواجهة العسكرية التي قد يستدرج إليها آخرون.

BAGHDAD, Iraq, April 5 (UPI) -- Coalition troops clashed with insurgents across Iraq as armed militias took partial control of some cities and a confrontation with a young Shiite cleric threatens to cast the already unstable country into complete civil war.

As the one-year anniversary of the fall of Saddam Hussein's regime approaches, the U.S.-led coalition -- which had previously only had to fight former regime fighters and outside terror groups -- finds itself in open warfare with the followers of Moqtada al-Sadr, a 30-year old junior cleric whose bombastic anti-occupation rhetoric had previously been considered an irritant.

Now his followers openly control small portions of Baghdad and stalk the streets carrying weapons, firing on coalition troops and drawing a military response that has killed at least a dozen civilians in the crossfire. Scores of Iraqis died in various clashes across the country, while at least 12 U.S. soldiers also died. But with the fluid nature of the fighting and inaccessibility of many of the conflict areas to reporters, exact figures are impossible to gauge.

At the same time that the coalition was engaged in its first sustained rebellion by portions of Iraq's Shiite population, it also was in the process of settling old scores in the western city of Fallujah, where the U.S. Marines had closed the city of 500,000 people while hunting for insurgents that have long irritated the occupation authority with sustained attacks on troops.

As the day progressed, coalition officials announced that an Iraqi judge had indicted Sadr on murder charges for the killing of another cleric a year ago as Baghdad fell. It is the same indictment that led to the arrest of his aide this weekend. Any arrest of Sadr will certainly lead to even more widespread anti-coalition violence.

Sunday night saw the first of a series of raids by the Marines against targets in Fallujah, which was the scene of the gristly killings and mutilation of four U.S. contract employees working with the Coalition Provisional Authority. By Monday the city was completely sealed off to all traffic and reports from inside the city indicated that the Marines had occupied the city center -- the first American troops to do so in months -- and that widespread fighting had commenced.

But it is the conflict with the Shiite followers of Sadr -- who controls a seminary and charity system he inherited from his father -- that offers the newest pessimistic signs for the transition of Iraq in a year of terror and strife.

Although Sadr has been a persistent critic of the occupation, he'd been marginalized by the far more influential Grand Ayatollah Ali Sistani, an Iranian born cleric widely considered the Iraqi Shiite's spiritual leader. But with the CPA suspension of Sadr's newspaper and the subsequent arrest of one of his top aides last week, his significant following in the poorest regions of Iraq -- southern Shiite towns and the ghettos of Baghdad -- became inflamed to the point that Sunday's exchange of gunfire between Sadr supporters and Spanish-led coalition troops in Najaf -- which killed over 20 Iraqis and four coalition soldiers -- was enough to send much of the country into chaos.

By Sunday night, UPI witnessed Sadr's Mehdi Army -- which had previously claimed to be an unarmed paramilitary force -- outside Sadr's chief Baghdad office arming itself for war.

As a UPI reporter hastily left the scene of hundreds of men in black t-shirts and headscarves arming themselves with assault rifles and rocket propelled grenades, four Humvees loaded with U.S. infantry were seen headed in the direction of the office. Within hours, two of the vehicles were destroyed; eight soldiers and dozens of Iraqis were dead. According to witnesses, after the attack on the Humvees, the Mahdi Army immediately seized five Iraqi Police stations; a nightlong battle for control of the neighborhood -- and its three million residents -- was waged.

"They came in the Humvees and we kicked their asses," said Tariq Mohammed, a 20-year resident who claimed to participate in the fight, in the shadow of an American tank.

"But after we burned the two Humvees, their tanks came late last night and shot everyone," he added pointing at the turret gunner of the tank 50 meters away.

By daybreak, U.S. M1A2 tanks were stationed throughout key intersections of the neighborhood, which had fallen quiet. But the charred remains of two Humvees -- in a section of town completely controlled by Sadr's men -- and the huge numbers of dead and wounded crammed into the local hospital told a story of carnage in which dozens of Iraqis found themselves caught between militia members and the heaviest weapons in the U.S. Army arsenal.

Just blocks from the U.S. tanks, the main market area of Sadr City was leveled and smoldering with white smoke and the remains of tire fires lit in an unsuccessful effort to keep American troops out of the neighborhood. An angry crowd set up on a caravan of reporters with rocks and sticks, forcing them to flee despite the presence of armed escorts from the Mehdi Army.

But two blocks from that ugly scene, the residents crowded around the wreckage of the Humvees with a more open version of jubilation over the scorched wreckage.

"No, no America," shouted exuberant children and young men as they played among the wreckage of the once powerful war machines.

No less than 12 bodies of civilians -- including two young children -- could be seen in the hospital, where the morgue was overflowing with dead, leaving bodies wrapped in shrouds on the patio in front of the building. And these were the bodies of the unclaimed, unidentified victims -- family members had been claiming their dead all morning and had taken at least another 12 away for burial, according to doctors.

More dead were also shipped to Baghdad's Kindi Hospital, which has a larger refrigerator facility.

"I never saw a more despicable and evil action by the Americans (last night)," Dr. Tariq Atham said. "Even (Ariel) Sharon (Prime Minister of Israel) or Saddam are better. Saddam hurt us Shiite a lot, but what we're seeing from the Americans is shit. They shot children and women in the face and neck every time. Saddam never did that."

Mehdi Army sources told UPI that only noncombatants were taken to the hospital and the Mehdi had taken significant casualties, but their dead and wounded were only taken to local mosques.

"We want to die anyway, so we go to a mosque," one militia member told UPI. "They don't want to be arrested or have the Americans find them in the hospital."

By nightfall Monday, sources in the neighborhood reported that renewed fighting had begun in that neighborhood.

Later on Monday afternoon fighting between the Mahdi Militia and American troops erupted across town in another poor Shiite neighborhood of Ash Shulam, where two more vehicles were destroyed as U.S. soldiers attempted to close one of Sadr's offices. The fight occurred a mere kilometer from a U.S. Army base, but the resistance was so fierce that Apache attack helicopters were forced to attack the crowd to allow the troops to evacuate four wounded soldiers.

Five Iraqis were killed and over 100 well-armed Mahdi members could be seen patrolling the streets and looting the burning vehicles. U.S. troops seemingly abandoned the streets to the mob.

Thirty-five miles to the west of Baghdad, reports of heavy fighting came from members of anti-coalition -- who contacted UPI through an intermediary.

"We killed five Marines last night, but they continue to occupy the center of Fallujah," one source told UPI. "But we have taken many losses and many Iraqis were killed in the fighting. But (Monday night) will drive them from our city."

As a result of the fighting in and around Fallujah, the nearby highway -- which serves as the only artery between Amman, Jordan and Baghdad -- had been shut "indefinitely" by the military.

Sources in Fallujah also told UPI Monday night that an offer to negotiate a peaceful settlement by the tribal Sheikh of Fallujah, Hatim al-Alwani, had been rejected by the Marines.

"The Americans want revenge for the four American deaths (last Wednesday,)" a source in Fallujah said.

Singapore ends military presence in Iraq with return of airforce crew

SINGAPORE, April 5 (AFP) - Singapore no longer has a military presence in Iraq after the last of its troops returned home on Monday from a two-month stint in the war-torn country, the government said.


Thirty-one Singaporean Armed Forces personnel and a C-130 transport plane were deployed on February 4 to help the US-led forces in Iraq conduct supply and humanitarian aid delivery missions.

With the expiry of the scheduled two-month deployment, a first batch of troops returned to Singapore with the C-130 on Sunday while a second group arrived home aboard commercial flights on Monday.

"With the return of the troops today, we have no more personnel in the Gulf," defence ministry spokeswoman Felicia Tang told AFP in an e-mailed response to questions.

The crew, which previously had never experienced a hostile environment, came under fire on about one quarter of the sorties flown in Iraq, the Straits Times newspaper said on Monday.

"This was by far the riskiest exercise we undertook and the first time we were operating in a non-benign area," contingent leader Major Francis Ngooi, who returned on Sunday, said.

Singapore has consistently shown a strong commitment to the United States in its campaign in Iraq, giving strong political and limited military support.

Aside from the C-130 crew, 160 personnel on a landing ship tank returned to Singapore in February after two months in the Gulf and 32 Singaporean police personnel were deployed last year to train the local police force.

Tang was non-committal, however, when asked if Singapore intended to send more military personnel to help the United States in Iraq.

"We will continue to evaluate in what way we can play a useful and meaningful role in the reconstruction of Iraq," she said via e-mail.

"What we contribute will also have to take into account our resource situation."
