دوغلاس فيث هذا الأسطون اليهودي الصهيوني المتعصب المأفون في عصابة بوش قيصر روما الجديدة ، هو واحد من أعلى أبواق الدعاية للتيار المسيحي المتصهين في امريكا ، وهو اشرس المطالبين ـ بعد سقوط امير الظلام ريتشارد بيرل ـ بالتدخل العسكري في الشرق الأوسط، بالسعودية وسوريا وايران أيضاً، متصهين صهيوني اكثر من الصهاينة الإسرائيلين انفسهم ، متعصب اعمى لايرى في العالم إلا حلفاء أو أعداء .

يشغل دوغلاس فيث حالياً المنصب الذي كان يشغله سابقاً أمير الظلام ريتشارد بيرل ، منصب المستشار الرئيس في "مجلس سياسات الحرب" التابع للبنتاغون (المجلس المشهور أيام امير الظلام ريتشارد بيرل بمحاضرة شهيرة ، عرفت حينها بإسم : عرض نقطة القدرة ـ إنهاء حكم آل سعود في الجزيرة العربية : العراق هو النقطة التكتيكية، السعودية هي النقطة المحورية ، ومصر هي الجائزة)

لا يقل دوغلاس فيث هذا الأسطون اليهودي الصهيوني المتعصب المأفون غطرسة عن الصهيوني اليهودي ريتشارد بيرل ، بل يزيد ، فهو يشغل أيضاً وظيفة مدير مركز خطط العمليات الخاصة في "وزارة الحرب الأمريكية ، البنتاغون".

دوغلاس فيث يتميز عن ريتشارد بيرل وغيره من زملائه بأنه المسئول الاميركي الوحيد الذي يملك سندات في الخزينة الاسرائيلية، غير أنه اسثتمار متواضع لهذا الأسطون اليهودي الذي يملك ثروة كبيرة تزيد عن 27 مليون دولار أمريكي وكان فيث أيضا قبل وصوله إلى وزارة الدفاع مديرا لـ "مركز السياسة الأمنية" القائم على مبدأ :"تشجيع السلام بواسطة القوة".

هذا عن بيرل "محرك الدمى"، أما دوغلاس فيث ـ وهو بالمناسبة من كتب لنتنياهو كتابه "مكان بين الأمم" ـ فكان قاد خلال فترة رئاسته مركز السياسات الأمنية، أكبر حملة تأييد للكيان الصهيوني، وهو صاحب وجهة نظر قديمة ترى أن على الكيان الصهيوني عدم تقديم أي تنازلات، ولا يجوز أن تدفعه الولايات المتحدة لذلك باسم "التسوية". وكان اعتبر مبكراً أن "اتفاق أوسلو" خطر على "إسرائيل"، ويعتبر أن هذا الاتفاق هو الذي أوصل الأمور الى ما وصلت إليه اليوم بين الصهاينة والفلسطينيين.

"فيث" كتب مراراً "أن التنازلات المتتالية التي قدمتها "إسرائيل" باسم السلام لم تقنع العرب بوقف مطالبتهم لها بمزيد من التنازلات"، وقال لشارون عندما زار فلسطين المحتلة قبل أشهر: "ان الصراع الدائر ضد الإرهاب (في فلسطين) مختبر تجريبي.. انه اختبار لقدرة العالم على نبذ الإرهاب وهزيمته، ويجب أن تهزم "إسرائيل" بالوسائل العسكرية البحتة كل أولئك الذين ينتجون الإرهاب ضدها، وأي فشل من جانبكم سوف يشجع الإرهاب الدولي على تصدير هذا المنتج الى كل مكان على الكرة الأرضية.. إنكم المختبر. والاختبار الفلسطيني يجب أن يفشل، وإلا فإن الإرهاب كوسيلة لتحقيق أهداف دبلوماسية سيصل الى الولايات المتحدة" (يديعوت أحرونوت 7/6/2002).

يرى دوغلاس فيث كذلك أنه "لا يجوز منح جوائز سياسية للإرهابيين أو التفاوض معهم، لأن ذلك سيشكل نموذجاً يُحتذى للحصول على مكتسبات سياسية من خلال الإرهاب الذي يجب أن يهزم بالقوة العسكرية فقط".

وعندما لم ينفذ نتنياهو توصيات تقرير "استراتيجية إسرائيلية جديدة للعام 2000" غضب فيث وكتب مقالاً دعا فيه الى اكتساح اتفاق "أوسلو" عسكرياً، وإعادة احتلال الضفة الغربية ـ وهو ما نفذه شارون لاحقاً في اجتياح السور الواقي 29/3/2002 ـ ورأى فيث في مقاله هذا "ان التخلص الحاسم من عملية "أوسلو" سيكلّف ثمناً دموياً مرتفعاً (..)، لكن ذلك سيكون ضرورياً، لأنه الطريق الوحيد للخروج من شباك أوسلو وانتزاع السم".



منازلة سوريا في لبنان

تقرير "بيرل فيث" عام 1996 الذي تحول ـ بعد تطويره ـ الى برنامج عمل للإدارة الأميركية الحالية، وطبق منه الجزء الفلسطيني ويجري الاستعداد لتطبيق الجزء العراقي، يدعو تحت عنوان "ضمان أمن الحدود الشمالية" الى أن تقوم "إسرائيل" بمبادرة استراتيجية على طول حدودها الشمالية عبر منازلة حزب الله وسوريا وإيران (...)، ويشمل ذلك:

1 ـ (...) ترسيخ سابقة بأن الأرض السورية ليست حصينة ضد أي هجومات تنطلق من لبنان من جانب قوى مفوضة من "إسرائيل"، وهذا يشمل قيام هذه "القوى" بضرب أهداف سورية في لبنان، وإذا ثبت عدم فاعلية هذه الضربات يجب العمل على ضرب أهداف منتقاة في سوريا نفسها (...).

2 ـ ضرب "إسرائيل" للبنية التحتية السورية في لبنان.

3 ـ أن تتخلى "إسرائيل" عن شعار "السلام"، والتحرك لاحتواء سوريا وجذب الانتباه الى برنامج أسلحة الدمار الشامل الذي تمتلكه، وأن تنبذ "إسرائيل" مفهوم "الأمن مقابل السلام".. (يمكن ملاحظة ما دار ويدور من تحركات ونقاشات أميركية حول مشروع قانون "محاسبة سوريا" في الكونغرس الأميركي للتأكد من أن "البند3" وضع موضع التنفيذ حالياً، استعداداً ـ ربما ـ لبقية البنود الأخرى في وقت لاحق على الحرب الأميركية على العراق).

يقترح التقرير أيضاً "إعادة صياغة المحيط الاستراتيجي لـ"إسرائيل" بالتعاون مع تركيا والأردن ومن خلال إضعاف سوريا واحتوائها وحتى صدها، ولهذا السعي أن يركز على إسقاط صدام حسين من السلطة في العراق، وهو هدف استراتيجي اسرائيلي مهم لمصلحة "إسرائيل" نفسها، باعتباره وسيلة لضرب الأطماع السورية الإقليمية".

وهذه هي الفكرة الأولية لاستراتيجية الطريق الى الشرق الأوسط يمر ببغداد.

يقترح التقرير إحياء الهاشمية في العراق ـ ربما لتوفير الظروف لتطبيق الشعار الليكودي "الأردن هو الدولة الفلسطينية" ـ أما المقاربة الرئيسية للتقرير فتدعو الى إحداث قطيعة مع عملية التسوية التي أطلقت في مدريد، وما نتج عنها من أفكار، واكتساح اتفاق "أوسلو"، وإيجاد بدائل لياسر عرفات لقيادة الفلسطينيين، وهذا ما تبناه بوش في خطاب "الإصلاح الفلسطيني" و"الدولة المؤقتة" يوم 24/6/2002. وبدلاً من مفهوم "الأرض مقابل السلام"، يدعو التقرير الى تبني مفهوم "السلام عبر القوة" ـ وهذا هو بالمناسبة شعار الرئيس رونالد ريغان الذي وضعه له "المحافظون الجدد" الذين ازدهروا كثيراً خلال إدارتيه في الثمانينات، وتولوا معظم المناصب فيهما ـ.

يتبنى تقرير 1996 فكرة كانت وردت في كتاب نتنياهو وهي: "إشاعة الديمقراطية" في المنطقة العربية كشرط لإبرام اتفاقيات "سلمية" مع الدول العربية، ـ وهذا ما يعرف اليوم ببرنامج "ترويج الحرية" الذي اعتمدته إدارة بوش، ناهيك عن فكرة "إعادة بناء الأمم" تحت الاحتلال العسكري الأميركي طويل الأمد ـ وفي رأي نتنياهو، فإن السلام الممكن مع "المستبدّين" هو "سلام الردع" وليس "السلام القائم على الطريقة الأوروبية الغربية".

هذه هي بعض "الأفكار" الأساسية في تقرير "استراتيجية إسرائيلية جديدة للعام 2000"، وقد كان "المحافظون الجدد" يدركون دائماً ـ كما تكتب "سوزان جورج" في "لوموند دبلوماتيك" (تشرين الثاني/ نوفمبر 1995" ـ أنه "ينبغي البدء بتغيير الوضع السائد فكرياً، إذ لا بد من أن يكون انتشار الأفكار سابقاً لتأثيراتها في حياة المواطنين والمدنية، ولا بد من تمكين أولئك الذين ينتجونها من القيام بكل ذلك في ظروف حسنة".. ولهذا السبب ظلت "هيئات التفكير Think Tanks" خصوصاً في الولايات المتحدة، ليست فقط تصنع السياسات، ولكن السياسيين أيضاً.

تساؤلات جديدة حول تعيين شخصية مؤيدة لإسرائيل في البنتاغون


منذ ما يقرب من شهر كتبت عن ترشيح الرئيس بوش لدوغلاس فيث لمنصب مساعد وزير الدفاع لشئون السياسة , ولأن هذا المنصب واحد من أهم أربعة مناصب في البنتاغون المسئول عن كل الأمور المتعلقة بصياغة سياسة الأمن القومي والدفاع ولأن فيث واحد من الصقور المتشددة المؤيدة لليكود كان المقال بعنوان: تعيين خطير

وقد تركز مقالي السابق على دراسة كتابات فيث المؤيدة لإسرائيل ، وكيف أن هيكل عمله يكشف تحيزا أيديولوجيا قويا مناهضا للعرب ، وأشرت أيضا إلى ارتباطه الوثيق بالجماعات المؤيدة لليكود والمنظمة الصهيونية الأميركية وعمل شركته القانونية في المجال الدولي للترويج لصناعة الأسلحة الإسرائيلية.

وفي الأسابيع الأخيرة ظهرت معلومات جديدة عن أنشطة فيث تثير هواجس إضافية حول تعيينه.

وأول مجموعة من الإدعاءات عبارة عن أسئلة تتعلق بأداء فيث خلال فترتي خدمته السابقتين في الحكومة ، فخلال فترة إدارة ريغان الأولى خدم فيث تحت ريتشارد ألان في فريق الأمن القومي للبيت الأبيض ، وكان يقال أن ألان هو الذي أعطى إسرائيل الضوء الأخضر للقيام بغزوها المدمر للبنان في 1982.

وعندما تم استبدال ألان بوليام كلارك تم تسريح فيث من منصبه ، وكان هناك مزاعم في هذا الوقت بانحيازه نحو إسرائيل وتورطه معها.

وأثناء ولاية ريغان الثانية عاد فيث مرة أخرى للظهور كجزء من فريق ريتشارد بيرل في البنتاغون ، والمعروف عن بيرل أنه كان أحد صقور الحرب الباردة ومتشددا محافظا مؤيدا لإسرائيل ، وكان أصدقاؤه وخصومه على السواء يلقبونه في البنتاغون بـ(أمير الظلام) ، ولم يقتصر الفريق المتجانس الذي جمعه بيرل للعمل تحت رئاسته في وزارة الدفاع على فيث فقط بل كان معهم ايضا ستيفن برين ، الذي كان أثناء عمله كعضو في لجنة مجلس الشيوخ للعلاقات الدولية في السبعينيات متهما بتسريب أسرار عسكرية لإسرائيل وتم طرده من منصبه ، وكان هناك عضو ثالث في المجموعة هو فرانك غافني الذي سار على خطى فيث فكتب مجموعة موسعة من الكتابات المناهضة للعرب في الصحف والمجلات الأميركية اليمينية.

وخلال خدمتها في البنتاغون نشطت هذه المجموعة في العمل على تعزيز العلاقات الدفاعية الأميركية الإسرائيلية على حساب العلاقات الأميركية العربية ، وعلى سبيل المثال قيل أن فيث عمل بنشاط لمعارضة قرار ريغان نقل طائرات أواكس للسعودية.

وفور خروجه من المنصب عمل بيرل وفيث على استغلال خبرتهما تجاريا كمؤسسات ضغط خارجية وكان من أوائل زبائنهما الحكومة التركية ، ففي 1989 سجل فيث شركة باسم المؤسسة الدولية للمستشارين كوكيل أجنبي يمثل الحكومة التركية ، وفي الوثائق الرسمية كان من الأهداف المقررة لعمل المؤسسة هو تعزيز التعاون الأميركي التركي في الصناعات الدفاعية.

ولقيت هذه الخطوة ترحيبا في الصحافة التركية على اعتبار أنها تخلق جوا دافئا بين تركيا والمحافظين في الكونغرس واللوبي اليهودي القوي في الولايات المتحدة ، وكان من المعتقد أن هذه العلاقات ستدعم العلاقات العسكرية والمبيعات التركية للولايات المتحدة الأميركية.

وكانت توصف المؤسسة الدولية للمستشارين في كل من الولايات المتحدة والصحافة التركية أنها من بنات أفكار بيرل ، وكتبت صحيفة وول ستريت جورنال في أوائل 1989 عن إنشاء المؤسسة ما نصه:

أنشأ ريتشارد بيرل الذي كان مشرفا على المساعدات العسكرية الأميركية لتركيا خلال فترة خدمته في البنتاغون أنشأ شركة في واشنطن لحشد التأييد لتركيا ، والشركة المسماة بالمؤسسة الدولية للمستشارين يترأسها ثلاثة أشخاص اثنان منهم عملا تحت بيرل في وزارة الدفاع ، وطبقا لبيان الشركة المسجل في وزارة العدل ستعمل الشركة على المساعدة في الجهود الرامية لتخصيص مساعدات عسكرية واقتصادية أميركية لتركيا

ومع ذلك رد بيرل على ذلك الاتهام بالقول أن المؤسسة ليست له زاعما أنه كان مجرد مستشار لها وأشار قائلا: أنا لا أستسيغ ذلك العمل عندما يترك الناس الحكومة فأول شئ يفكرون فيه هو التحول للجانب الآخر من الطاولة والتفاوض مع الولايات المتحدة.

وفي خطاب لرئيس تحرير وول ستريت جورنال شرح بيرل موقفه مقررا قوله: أنا لم أنشئ شركة لحشد التأييد لتركيا...فالشركة التي يشير إليها الخبر أنشأها دوغلاس فيث المحامي بواشنطن وأنا لست مساهما فيها ولا مديرا لها أو موظفا بها ، وأنا لن أسعى لحشد دعم ولا تمثيل حكومة تركيا ، أنا سأترأس مجلس المستشارين الذي لا يزال في طور التشكيل.

وفي الواقع في الوثائق الرسمية المسجلة لدى وزارة الدفاع الأميركية ـ القسم الجنائي ـ وحدة تسجيل الوكلاء الخارجيين تم إدراج فيث كرئيس تنفيذي للمؤسسة الدولية للمستشارين وهو حامل أسهمها الوحيد.

ولكن في التقارير نصف السنوية التي أصدرتها المؤسسة خلال الفترة من 1989-1994 كان ريتشارد بيرل مدرجا كأعلى مستشار أجرا في المجموعة بواقع 48 ألف دولار سنويا ، وفيث نفسه حصل على 60 ألف دولار سنويا وحصلت شركته القانونية فيث وزيل على مئات الالاف من الدولارات من المؤسسة.

والأمر الأكثر إزعاجا في كل ذلك بالطبع هو كما أشار بيرل عدم استساغة هذا العمل الذي يترك فيه الناس الحكومة ويتجهون للجانب الآخر من الطاولة يفاوضون الولايات المتحدة.

أما كون بيرل مخادعا في دوره في المؤسسة وواضعا زميله السابق في الواجهة وكونه حاليا شريكا كارها يثير أسئلة خطيرة حول الرجلين.

الأمر الآخر المزعج هو حقيقة أنه خلال السنوات الست كان فيث والمؤسسة الدولية للمستشارين مسجلين رسميا كوكلاء خارجيين للحكومة التركية ، وسجل فيث وعدد من الأفراد كطاقم وكانوا يتلقون اجورا من المؤسسة ويجمعون عشرات الالاف من الدولارات من المساهمات لصالح لجنة العمل السياسي وأعضاء مجلسي الشيوخ والكونغرس المؤيدين لإسرائيل. وفي السجلات المدرجة لدى اللجنة الاتحادية للانتخابات ساهم فيث نفسه بأكثر من 15 ألف دولار خلال هذه الفترة وأحيانا تم إدراج المؤسسة الدولية للمستشارين كوكيل أجنبي مكان وظيفته.

ولجنة العمل السياسي التي مقرها واشنطن والتي ساهم فيها فيث بـ35 ألف دولار تصادف أن ترأسها موريس أميتاي المسئول السابق في منظمة ايباك وأحد الأعضاء السابقين في المؤسسة الدولية للمستشارين.

وكان اثنان من أكبر متلقي هذه الهبات هما السيناتور روبرت باكوود ودان بيرتون عضو الكونغرس ، وفي مقال نشر في 1997 في صحيفة تشارلستون ديل ميل اتهم بيرتون باتخاذ مواقف في قضايا سياسة خارجية عديدة متأثرا بمساهمات من العملاء الخارجيين في الحملة ، ويخص المقال فيث تحديدا بالذكر كمثال:

كونه مؤيدا قويا لتركيا لجأ بيرتون إلى مجلس النواب في 5 يونيو لإدانة الجهود المطالبة بتخفيض المساعدات الأميركية لتركيا بسبب انتقادات حقوق الإنسان وقال: دعوني أشرح لزملائي الحقيقة حول تركيا وحول المشكلة الأرمينية ، ثم أسهب في عرض تاريخي.

واستمر في الحديث عارضا كل كلمة وزعت على أعضاء الكونغرس بواسطة شركة كابيتولاين التي تحشد الدعم لتركيا ، ولسنوات عديدة عندما كانت شركة دوغلاس فيث مساعد الرئيس السابق رونالد ريغان تحصل على 600 ألف دولار سنويا لحشد التأييد لتركيا كان مكتب فيث على اتصال دائم ببيرتون ومساعديه ، وقام فيث بتوجيه تبرعات لعدد من صناع القانون خلال السنوات الماضية منها 2250 دولارا على الأقل لبيرتون.

ومؤخرا اشترك فيث وبيرل معا لتمثيل كيان أجنبي آخر وهي حكومة البوسنة ، فطبقا لريتشارد هولبروك المفاوض الأميركي الرئيسي في محادثات سلام دايتون عمل بيرل وفيث لحساب البوسنيين وكانوا مستشارين لهم خلال المحادثات ، ولكن هذه المرة لم يسجلا في وزارة العدل كوكلاء خارجيين كما هو مطلوب.

وينبغي التذكير أيضا بأن كلا من بيرل وفيث عملا سويا في 1997 لإعداد وثيقة بعنوان (تحول نظيف: استراتيجية جديدة لتأمين المملكة) نصحا فيها رئيس الوزراء الاسرائيلي بنيامين نتنياهو حول القضايا التي يثيرها واللغة التي يستخدمها خلال زيارته الأولى للولايات المتحدة في يوليو من ذاك العام.

والآن يجب أن يقال أنه بينما (حسب اعتراف بيرل) يبدو كل ذلك غير مستساغ ومثير للتساؤل على الأقل في حالة التبرعات للجنة باك إلا أنه لا يبدو أي من ذلك غير قانوني ؛ بيد أنه يثير تساؤلات مهمة حول ملائمة فيث للعمل مساعدا بوزارة الدفاع مسئولا عن تطوير سياسة حول إجراء تحالفات وعلاقات دفاعية مع الحكومات الأجنبية ومؤسساتها العسكرية والمنظمات الدولية وتطوير وتنسيق ومراقبة تنفيذ الاستراتيجية الأمنية الدولية والسياسة في قضايا تتصل بالحكومات الأجنبية ومؤسساتها الدفاعية.

يرسم السياسة الخارجية الامريكية فريق الأمن القومي الذي يقع على قمة هرمه الرئيس الامريكي نفسه، يأتي بعده نائب الرئيس، ثم وزير الدفاع، فوزير الخارجية، فمستشارة الأمن القومي، بعدئذ يأتي رئيس الاركان العامة للجيوش الامريكية. أما مجلس الأمن القومي فهو يتخذ القرارات الحاسمة، وهو يجتمع بقيادة الرئيس ونائبه ووزير الخارجية ومدير الـ(سي. آي. إيه) ومستشارة الأمن القومي، ثم تجيء الادارة العامة للقوات البرية والادارة العامة للاساطيل البحرية والادارة العامة للقوات الجوية، وعن طريق التنسيق بينها يتم اتخاذ القرارات الخاصة بادارة الحروب.

جميع رجال الادارة الامريكية الحالية هم تركة ورثها بوش الابن من رؤساء سابقين له خاصة رونالد ريغان، الذي بدأت الرؤيا التوراتية للعالم تنبع من داخل صفوف ادارته، ثم من عهد ادارة والده جورج بوش،. دونالد رامسفيلد مثلاً هو مرشد روحي لتشيني، وبوول وولفوويتز كان الرجل الثالث في البنتاغون قبل عشر سنوات بعد تشيني وباول، وهو الان الرجل الثاني بعد رامسفيلد، اما ريتشارد ارميتاج فهو صديق شخصي لباول ويحتل المركز الثاني في الخارجية.

وتتماهى أسماء اخرى خلف ستائر المنصب، لا يكاد يسمع بها القارئ العربي، ومن اكثر هؤلاء خطورة يأتي دوغلاس فيث وكيل وزارة الدفاع للشؤون السياسية وهي الوظيفة التي شغلها وولفوويتز في عهد بوش الاب، وهو الآن الرجل الثالث في البنتاغون بعد رامسفيلد (وزير الدفاع) ووولفوويتز (مساعد وزير الدفاع)، وقد دعا فيث في تشرين الثاني الماضي، بالاشتراك مع ريتشارد بيرل رئيس دائرة التخطيط السياسي في وزارة الدفاع (أمير الظلام)، الى اجتماع مغلق للبحث في التطورات في الشرق الاوسط، عرض فيث خلاله لوحتين بيانيتين على شاشة عملاقة لشرح اهداف الحرب الامريكية على (الارهاب) في الشرق الاوسط: اللوحة الاولى تضمنت الثلاثة الآتية مع توصيف خاص مرفق منها:

الضلع الاول العراق، ووضع الى جانبه تعبير (الهدف التكتيكي)، الضلع الثاني منطقة الخليج، ووصفت بأنها (هدف استراتيجي)، والضلع الثالث مصر وأرفقت بتعبير (الجائزة الكبرى).

اللوحة الثانية كانت أكثر اثارة، وهي مثلث يتضمن التوضيحات الآتية:

- «اسرائيل» هي فلسطين.

- الاردن هو فلسطين.

- العراق هو المملكة الهاشمية.

لم يهتم فيث وبيرل كثيراً في ابقاء هذا الاجتماع سراً وانما سربه الى الصحف الاسرائيلية، وبدا اقرب الى مؤتمر بال الصهيوني الاول عام 1897، وقد شبهه الكثيرون بمؤتمر السلام سيئ السمعة عام 1919 الذي قسم المنطقة العربية بين بريطانيا وفرنسا، وذهب المحلل الاستراتيجي كالستون الى حد القول ان بيرل وفيث، ومن ورائهما اللوبي اليهودي الصهيوني القوي و«اسرائيل» يسيطرون عملياً على اعتى جهاز عسكري في التاريخ ومقره في البنتاغون، وعلى اقوى امبراطورية منذ روما ومقرها واشنطن.

ثمة وثيقة اخرى اكثر خطورة وقعها فيث مع بيرل ولجنة ضمت ايضاً: جيمس كولبرت، تشارلز فيرناكس جونيور، روبرت ليوفنبرغ، ديفيد ورسمير مساعد نائب وزير الخارجية، وميرف ورسمير مدير سياسات الشرق الاوسط في معهد هادسون، وعدد من هؤلاء أصبح بعضهم فيما بعد اما عضواً، او مستشاراً في ادارة بوش الابن، وحملت الوثيقة عنوان: «الانقطاع الواضح: استراتيجية جديدة لضمان المنطقة»، دعت الى احداث قطيعة واضحة مع عملية (السلام) التي قادت (اسرائيل) الى شلل استراتيجي، والى ملاحقة قيادات المقاومة الفلسطينية داخل مناطق السلطة، ودعم بدائل لعرفات، واضعاف سوريا واحتوائها من خلال الاطاحة بصدام حسين.

وعملت حكومة توني بلير رئيس الوزراء البريطاني، بالتضامن مع حكومة بنيامين نتنياهو، وشبكة بيرل فيث على استمالة كلينتون عام 1998 لشن حرب ضد العراق بموجب شروط الوثيقة، والواقع فإن بلير يحيط نفسه باليهود، اذ يقول تام داليل اقدم عضو في مجلس العموم البريطاني عن حزب العمال «انه يعتقد ان بلير تأثر على نحو غير ملائم بمجموعة من المستشارين اليهود، ومنهم بيتر ماندلسن، واللورد ليفي ووزير الخارجية جاك سترو وهو بروتستانتي المعتقد جده يهودي».

ثم وجهت رسالة مفتوحة الى الرئيس لتغيير النظام في بغداد وقعها: فيث، سولارز (الكونغرس) اليوت ابرامز (مجلس الامن القومي)، رامسفيلد وولفوتيز ودف داغل وبيتر رودمان (وزارة الدفاع)، فريد ايكل (سياسات الدفاع)، زلماي خليل زادة (البيت الابيض)، جون بولتون وديفيد ورسمير وريتشارد ارميتاج (الخارجية) وارميتاج هو الذي يحمل حقداً شخصياً على (حزب الله)، وقد قال يوماً «ان حزب الله مدين لنا بالدم ولن ننسى ذلك الدين».

لم تنتظر مجموعة (الذئب) و(الصقور) كثيراً فقد جاءت الرياح كما اشتهت سفنهم، وركبوا موجة محاربة (الارهاب) لتنفيذ بنود وثيقتهم، وكانت افغانستان ومن ثم العراق البداية، بل ان سياسة بوش الخارجية هي تطبيق حرفي لشروط الوثيقة خاصة ما يتعلق بالشعب العربي الفلسطيني من جهة اضعاف قيادته واغتيال قادة المقاومة، ومحاصرة سوريا لتنفيذ حزمة شارون (الامنية).

اذن امريكا هي (اسرائيل)، و(اسرائيل) هي ارض (الوعد الإلهي).

As the current undersecretary of defense for policy, Feith is the third ranking civilian in the Pentagon, behind Defense Secretary Donald Rumsfeld and Deputy Secretary Paul Wolfowitz. Many observers see Feith’s job in jeopardy if the administration’s strategy in Iraq continues to fall apart. According to Washington Post columnist Al Kamen (“In the Loop,” July 9, 2003), Stephen J. Hadley--National Security Adviser Condoleezza Rice’s right-hand man in the National Security Council--was rumored to be slated as Feith’s replacement. (This was before Hadley became the fall guy in the Niger-Iraq uranium scandal).

A vocal advocate of U.S. intervention in the Middle East, Feith has been involved in or overseen the activities of two controversial Pentagon operations --the Defense Policy Board, whose former head Richard Perle resigned after concerns arose about conflicts of interest between his board duties and business dealings, and the Office of Special Plans, which allegedly misrepresented intelligence on Iraq to support administration policies.

Wrote journalist Jim Lobe: “The Office of Special Plans (OSP), which worked alongside the Near East and South Asia (NESA) bureau in Feith's domain, was originally created by Defense Secretary Donald Rumsfeld and Deputy Secretary Paul Wolfowitz to review raw information collected by the official U.S. intelligence agencies for connections between [former] Iraqi President Saddam Hussein and al-Qaeda. Retired intelligence officials from the State Department, the Defense Intelligence Agency (DIA), and the Central Intelligence Agency (CIA) have long charged that the two offices exaggerated and manipulated intelligence about Iraq before passing it along to the White House. But key personnel who worked in both NESA and OSP were part of a broader network of neo-conservative ideologues and activists who worked with other Bush political appointees scattered around the national-security bureaucracy to move the country to war, according to retired Lt. Col. Karen Kwiatkowski, who was assigned to NESA from May 2002 through February 2003.

The heads of NESA and OSP were Deputy Undersecretary William Luti and Abram Shulsky, respectively. Other appointees who worked with them in both offices included Michael Rubin, a Middle East specialist previously with the neo-conservative American Enterprise Institute (AEI); David Schenker, previously with the Washington Institute for Near East Policy (WINEP); Michael Makovsky; an expert on neo-con icon Winston Churchill and the younger brother of David Makovsky, a senior WINEP fellow and former executive editor of pro-Likud Jerusalem Post; and Chris Lehman, the brother of the John Lehman, a prominent neo-conservative who served as secretary of the Navy under Ronald Reagan, according to Kwiatkowski. Along with Feith, all of the political appointees have in common a close identification with the views of the right-wing Likud Party in Israel.

“Feith, whose law partner is a spokesman for the settlement movement in Israel, has long been a fierce opponent of the Oslo peace process, while WINEP has acted as the think tank for the most powerful pro-Israel lobby in Washington, the American Israel Public Affairs Committee (AIPAC), which generally follows a Likud line. Also like Feith, several of the appointees were protéeges of Richard Perle, an AEI fellow who doubles as chairman until last April of Rumsfeld's unpaid Defense Policy Board (DPB), whose members were appointed by Feith, also had an office in the Pentagon one floor below the NESA offices.” (13)

Feith has supported lobbying efforts aimed at persuading the United States to drop out of treaties and arms control agreements. Wrote one journalist in The Nation, “Largely ignored or derided at the time, a 1995 [Center for Security Policy (CSP)] memo co-written by Douglas Feith holding that the United States should withdraw from the ABM [antiballistic missile] treaty has essentially become policy, as have other CSP reports opposing the Comprehensive Test Ban Treaty, the Chemical Weapons Convention and the International Criminal Court.” (8), (14)

The Middle East Information Center describes Feith as an “ideologue with an extreme anti-Arab bias,” remarking that “during the Clinton years, Feith continued to oppose any agreement negotiated between the Israelis and Palestinians: Oslo, Hebron and Wye.” Feith “defined Oslo as, “one-sided Israeli concessions, inflated Palestinian expectations, broken Palestinian solemn understandings, Palestinian violence …and American rewards for Palestinian recalcitrance.”(5)

Feith is also well known for his participation -- along with neoconservative big wigs Richard Perle and David Wurmser -- in a 1996 study organized by the Israel-based Institute for Advanced Strategic and Political Studies (IASPS), which urged scrapping the then-ongoing peace process. The study, titled "A Clean Break: A New Strategy for Securing the Realm,” advised then-Israeli Prime Minister Benjamin Netanyahu "to work closely with Turkey and Jordan to contain, destabilize, and roll back" regional threats, help overthrow Hussein, and strike "Syrian military targets in Lebanon" and possibly in Syria proper. (13) (IASPS directorship and board are dominated by long-standing hawks like William Van Cleave.)

Feith’s private business dealings have also raised eyebrows in Washington. In 1999, his firm Feith & Zell formed an alliance with the Israel-based Zell, Goldberg & Co., which resulted in the creation of the Fandz International Law Group. According to Fandz’s web site, the law group “has recently established a task force dealing with issues and opportunities relating to the recently ended war with Iraq. ... and is assisting regional construction and logistics firms to collaborate with contractors from the United States and other coalition countries in implementing infrastructure and other reconstruction projects in Iraq.” Remarked Washington Post columnist Al Kamen, “Interested parties can reach [Fandz] through its Web site, at www.fandz.com. Fandz.com? Hmmm. Rings a bell. Oh, yes, that was the Web site of the Washington law firm of Feith & Zell, P.C., as in Douglas Feith [the] undersecretary of defense for policy and head of -- what else? -- reconstruction matters in Iraq. It would be impossible indeed to overestimate how perfect ZGC would be in ‘assisting American companies in their relations with the United States government in connection with Iraqi reconstruction projects.’” (9), (15)
He is the son of Dalck Feith, a former leading member of Poland’s Likudnik Betar party.



الشركات التي تنشد كسب المال في عراق ما بعد صدّام لا تحتاج للبحث عن أكثر من عمّ عراقي وابن أخيه وأصدقائهم من "صقور" واشنطن.

" مهمتنا في الـ IILG هي تزويد المؤسسات الأجنبية بالمعلومات والوسائط التي تحتاجها للدخول في سوق العراق الناشىء والنجاح فيه." هكذا يقول الموقع، ثم يضيف: "يعدّ عملائنا من أكبر الشركات والمؤسسات على هذا الكوكب. لقد اختاروا IILG لتزويدهم بالمعلومات الواقعية والتدابير الأساسية والتي ليس بمقدورهم الحصول عليها من الشركات المحلية عديمة الخبرة أو من مسؤولي التحالف والحكومة المحلية، المثقلون بالأعباء."

أما عن رسالتها، فتوضح الشركة [المجموعة]: "لقد جرأ المحامون والمهنيون المحترفون في IILG على أخذ دور الصدارة في جلب الاستثمار في القطّاع الخاص والخبرة إلى العراق الجديد."

ثم تضيف: "إن مهمتنا هي توفير توصيلة "الميل الأخير" مابين كل من رأس المال الأجنبي والمبادرة والتقنية والخبرة والدراية والمنظمات والمهتمين والمؤسسات ورجال الأعمال في العراق من أولئك المتحمسين لإعادة بناء هذا البلد العريق والمدمر بفعل الحرب، من أجل استغلال وإيقاد الثقة في الإمكانيات الاقتصادية الضخمة للعراق الجديد."

وتقول IILG أنه تم إنشائها في أعقاب "نصر التحالف المؤخر" في العراق، وأنها فخورة كونها أول شركة للاستشارات القانونية الدولية داخل البلد. ثم تذكر: "شركات كثيرة خارج البلد تزعم أنها توفر النصح للشركات حول أعمال التجارة في العراق." وتنوّه: "الحقيقة البسيطة هي: أنك لاتستطيع تقديم النصح الكافي حول العراق مالم تكن في الداخل على مدار الأيام، وتتعامل عن قرب مع مسؤولي كل من سلطة التحالف المؤقتة والمجلس الحاكم المكوّن حديثًا والقليل من الوزارات المدنية العاملة (مثل النفط والعمل والشؤون الاجتماعية، وغيرها)."

وأما عن اتصالاتها التجارية داخل العراق، فتتفاخر الـ IILG بأن ممثليها يقومون بدور "مستشارين دوليين للغرفة التجارية العراقية في بغداد، والتي يبلغ عدد أعضاءها حوالي 300 ألف عضو في مختلف أنحاء البلاد، وكذلك لاتحاد الصناعيين العراقيين، الذي يمثل آلافًا من أصحاب المصانع المحليين."

والغريب أنه مع كل هذا التفاخر بعلاقاتها المتينة، فإن الـ IILG تتواضع عن ذكر صلة القرابة العائلية لمؤسسها سالم الجلبي. فالموقع لايذكر أنه ابن أخ أحمد الجلبي، الذي هو بالصدفة زعيم "المؤتمر الوطني العراقي/INC" المدعوم من قبل الولايات المتحدة، وهو أيضًا عضو مجلس الحكم الانتقالي!

والعمّ أحمد، كان مصرفيًا سابقًا في الأردن، الذي هرب منه عام 1989م وفلت من إلقاء القبض عليه لعلاقته بالفضيحة المالية لسرقة 200 مليون دولار. وقد حوكم فيما بعد غيابيًا وأصدرت محكمة أردنية بحقه عقوبة السجن لمدة 22 سنة وذلك عن 31 تهمة بالاختلاس والسرقة وإساءة استخدام اعتمادات المودعين ومضاربة العملة.

لكن أحمد الجلبي لم يعر اهتمامًا للماضي. فعلى الرغم من أنه منبوذ من قبل وزارة الخارجية الأمريكية ووكالة المخابرات (CIA)، فقد استطاع أن يجد دعمًا قويًا من البنتاغون (وزارة الدفاع) والكونجرس الأمريكي، الذي مولّه بسخاء دعمًا لمعارضته لصدّام حسين من خلال الـ INC.

والجدير بالذكر أن من أوفى مؤيدي أحمد الجلبي في واشنطن هو دوغلاس فيث، المحامي السابق والرجل الثالث حاليًا في البنتاغون. وكانا يعملان سوية في السعي إلى الحرب، حيث كان الجلبي مزودًا للمعلومات "التجسسية"عن أسلحة الدمار الشامل العراقية (والتي ثبت أن معظمها كان خاطئًا) كما وكان يدعي بتفاخر أن لديه شبكة سريّة داخل العراق، بالإمكان استخدامها للمساعدة في إدارة البلاد فور غزو الولايات المتحدة لها.

وفي خضم الأحداث، لم يكن هناك تواجد للشبكة المزعومة. وتبعًا لذلك يتقاسم فيث والجلبي جزءًا كبيرًا من مسؤولية الفوضى الحالية.

وفي هذا السياق، فإن فيث يتمتع بصلات وثيقة مع حزب الليكود الإسرائيلي ومع رئيس الوزراء ارييل شارون. وهو أحد مؤلفي الوثيقة المعروفة "بداية نظيفة/Clean Break" المنشورة سنة 1996م، والتي تقترح الإطاحة بصدّام حسين كخطوة أولى باتجاه إعادة تشكيل "البيئة الاستراتيجية" لإسرائيل في منطقة الشرق الأوسط.

كما وأن فيث من المدعين بشرعية المستوطنات اليهودية المبنية فوق الأراضي الفلسطينية المحتلة – خلاف الرأي القانوني للأغلبية السائدة حول العالم – كما وقام في الآونة الأخيرة بالحثّ على فكرة ضخ النفط العراقي إلى إسرائيل عبر خط الأنابيب.

وحتى وقت قريب، كان ابن عم أحمد الجلبي، سالم، بمثابة شخصية ثانوية في المكايد السياسية على العراق. والمعلومات الوحيدة المعروضة عنه في موقع الـ IILG هي أنه كان يعمل "سابقًا" لصالح "كليفورد جانص" وهي شركة محاماة في لندن. والغريب أن شركة "كليفورد جانص" تنفي كونه ترك العمل معهم، وتقول أنه مازال مستخدمًأ من قبلهم ولكنه في إجازة حاليًا.

وقبيل الحرب كان سالم الجلبي قد شارك في مؤتمر حول إحلال الديمقراطية في العراق وطالب بهيئة للحقيقة والمصالحة لما بعد الحرب على غرار نموذج أفريقيا الجنوبية.

بعدها، وأثناء الغزو، حاول البنتاغون تعيينه كمستشار لوزارة العدل، للعمل في مشروع جي غارنر لتولي إدارة العراق والذي انتهى بالفشل.

وتعمل شركة سالم الجديدة حاليًا وبنشاط من الأجنحة رقم 1632-1634 في فندق فلسطين في بغداد. ووفقًا للموقع فإن هذا هو ترتيب مؤقت "ريثما يتم تهيئة وتجديد مبنى مكتبنا الدائم في منطقة الحارثية ذات الموقع المركزي".

هذا وعلى الرغم من أن لا أحد من "أكبر الشركات والمؤسسات على هذا الكوكب" عرّف بنفسه على أنه من عملاء سالم الجلبي حتى الآن، إلاّ أنه وعلى مايبدو فإن IILG هي جزء من شبكة مؤسسة بعناية بهدف جلب المشاريع التجارية إلى العراق.

واللافت للنظر أن موقع الشركة على شبكة المعلومات ليس مسجلاً باسم سالم الجلبي وإنما باسم مارك زيل، وعنوانه المسجل على أنه في جناح 716، شارع 1800ك، واشنطن. وهو نفس عنوان مكتب واشنطن لشركة زيل وجولدبيرغ وشركائهم، والتي تدعي بأنها "واحدة من أسرع شركات الاستشارة القانونية نموًا في إسرائيل والتي تعنى بالمشاريع التجارية "، وشركة FANDZ ذات العلاقة وهي مجموعة متخصصة بالقانون الدولي.

وإسم شركة FANDZ الغير عادي هو عبارة عن تعبير معناه"F و Z"، حيث أن Z هو الحرف الأول من زيل (لقب مارك) و F هو الحرف الأول من فيث (لقب دوغلاس) المذكورين سابقًا. والرجلان كانا شريكين في مكتب محاماة حتى عام 2001م، التأريخ الذي استلم فيه فيث منصبه في البنتاغون كوكيل لوزير الدفاع، والمسؤول عن شؤون سياسة الوزارة.

ووفقًا لتصريحات لسالم الجلبي، والتي ذكرت في "الصحيفة القومية/National Journal" في 13 أيلول الماضي، فإن السيد زيل هو "مستشار التسويق" للـ IILG، وكان يجري اتصالات بشركات الاستشارة القانونية الأمريكية في واشنطن ونيويورك للسؤال عمّا إذا كان لديهم عملاء مهتمون بأعمال التجارة في العراق.

وهذا يتوافق مع إعلان حديث لشركة زيل وجولدبيرغ وشركائهم، بأنهم قاموا بإنشاء "مجموعة متفرغة" للتعامل مع القضايا والفرص ذات العلاقة بالحرب "المنتهية حديثًا" في العراق. ويذكر الإعلان أن أحد أنشطتها، هو لمساعدة الشركات الأمريكية "في علاقاتها مع حكومة الولايات المتحدة فيما يتعلق بمشاريع إعادة إعمار العراق كمقاولين واستشاريين رئيسيين".

والملاحظ أن شركة زيل وجولدبيرغ وشركائهم لم تأت على ذكر أي علاقة مع سالم الجلبي أو الـ IILG في العراق، لكنها ذكرت أنها تعمل في الولايات المتحدة مع "مجموعة السوق الفدرالية/Federal Market Group". وهذه المنظمة – التي تزيّن موقعها على شبكة المعلومات بشعار "الله يحفظ أمريكا" – متخصصة في تقديم المساعدة للشركات كي تفوز بعقود الحكومة الأمريكية، وتدّعي نسبة نجاح 90% في ذلك!

ومع أصدقاء مثل هؤلاء لن يكون أمرًا مستعجباً إذا وجدت أن سالم الجلبي ينتقل من فندق فلسطين إلى مقرّه المجدّد حديثّا في منطقة الحارثية، أبكر من المتوقع!




مذكرة كانت سرية وتمت كتابتها في مكتب دوغلاس فيث وكيل وزير الدفاع في شهر أكتوبر(تشرين الاول) 2003 واستندث تلك المذكرة على وثائق أولية من وكالات الاستخبارات لم يجر التثبت من صحتها. وصيغت تلك المذكرة للإجابة على سؤال وجِّه إلى فيث عبر لجنة الاستخبارات التابعة للكونغرس طالبت فيه تقديم دعم لزعمه بأن هناك علاقة وطيدة بين صدام حسين وأسامة بن لادن. وقال تينيت إن «سي آي أيه» علمت بمذكرة فيث في نوفمبر(تشرين الثاني) الماضي وطُلب من البنتاغون سحبها «بسبب مخاوفنا مما قالته الوثيقة». وحينما سأله لفين فيما إذا كان سيخبر نائب الرئيس عن شكوك وكالة الاستخبارات المركزية حول مدى دقة المعلومات في المذكرة أجاب تينيت: «سأتكلم معه حول ذلك». الى ذلك، قال مسؤول رفيع في الإدارة الأميركية ومقرب إلى نائب الرئيس إن تشيني كان «يقدم مجرد مساعدة لمراسل عن طريق الإشارة إلى مقالة كان قد نشرها». وأضاف هذا المسؤول: « لقد تم صنع الكثير من الأمور من إشارة ارتجالية لمقالة متوفرة لدى الجمهور».

وقد اتضح أخيرا أن هناك وحدة استخبارية تتبع إلى البنتاغون تقدم تقاريرها الاستخبارية بصورة شخصية إلى كبار المسؤولين في البيت الأبيض حول العلاقات بين العراق وتنظيم القاعدة من وراء ظهر «سي آي إيه». ويدل هذا الكشف على أن الوكالة التابعة للبنتاغون ربما تكون قد لعبت دورا أكبر مما هو معروف حاليا في تشكيل آراء ومواقف الإدارة حول علاقات العراق المزعومة مع المنظمة المسؤولة عن هجمات 11 سبتمبر (أيلول). كما أنها اتبعت قنوات غير رسمية للدفاع عن قضية تناقض المعلومات التي وفرتها «سي آي إيه». وقد قال تينيت في مقابلته المشار إليها مع لجنة الاستخبارات التابعة لمجلس الشيوخ انه لم يسمع بأن الوحدة المذكورة قدمت تقارير لنائب الرئيس ديك تشيني ولمستشارة الأمن القومي كوندوليزا رايس. وليس واضحا ما إذا كان تشيني أو رايس حاضرين في تلك الجلسات التنويرية، والتي ذكرت في رسالة من وزارة الدفاع أصدرتها لجنة خدمات القوات المسلحة يوم الثلاثاء.

لابد مسبقاً من طلب المعذرة منكم على الصور المثيرة المرفقة أدناه والخادشة للحياء… ما بقي من حياء. لا أقصد بكلمة "المثيرة" طبعاً الإثارة الجنسية، رغم أنها تعني كذلك - ولا شئ غير ذلك - في نظر أولئك الذين استبشروا وابتهجوا بالاحتلال الأمريكي لبلدهم، وتبجحوا علانية بالنصرالمؤزر الذي تحقق على يد اليانكي الأمريكي الذي بفضله ينعم شعبنا اليوم "بالحرية".

هذه صور لحفلتين من حفلات الإغتصاب الجماعي التي يمارسها الجنود الأمريكان يومياً على أرض وطننا المستباح. وقد صوروها هم أنفسهم كي يتلذذوا بخيالها فيما بعد. هذا بعض المفضوح، أما المخفي فلا يعلم بهوله وفضاعته إلا الله .

لقد تحدثت أحد الأطباء العاملين فيه عن تسجيل أكثر من مائتي حالة اغتصاب في مستشفى اليرموك فقط شملت صبايا وأطفالاً ذكوراً دون الخامسة عشرة من العمر. واليوم اعترف الأمريكان بأنهم يعتقلون ما بين ثلاثة وأربعة الاف عراقي. وقد كشف موفدو لجان منظمات حقوق الإنسان الذين زاروا عددا من السجون عن وجود أطفال لا يتجاوزون الحادية عشرة من العمر.

عرضت الصور على عدد من الذين ابتهجوا بانتصار الأمريكان وما زالوا يؤمنون بأنهم جا ءوا ليحررونا. وكان الهدف من عرض الصور عليهم محاولة لاستفزاز واستثارة غيرتهم الوطنية لعل في ذلك حافزاً لصحوتهم من وهم "التحرير" الذي شربوا كأسه حتى الثمالة.

أحد هؤلاء علق : "هذولي شباب متوازين ومحرومين لأن صارلهم هواية بعيدين عن زوجاتهم وصاحباتهم. ثم لتنسى عامل الطقس الحار".

بينما علق بعضهم : "يا أخي أزلام النظام كانوا أيضاً يفعلون مثل هذا ويعتدون على أعراض الناس!!!"


هكذا إذن وببساطة… مادام أزلام النظام كانوا يفعلون مثل هذا، علينا دائماً وعلى طول الخط أن نرضى ونسكت على من يفعل مثل هذا بأعراضنا ولا خيار ثالث لنا، خصوصاً عندما يكون الفاعل من "محررينا". وما دمنا "متحررين" بفعل هؤلاء، فلا ضير من أن نكون مفعولاً بنا، تمشيا مع قواعد اللغة على الأقل..

CLAREMONT, Calif. - A professor who claimed she was targeted in a hate crime that stirred student protests at the Claremont colleges is suspected of staging the vandalism herself, police said Wednesday.

Kerri F. Dunn's car was vandalized and covered with racist, anti-Semitic and sexist epithets on March 9, leading faculty to cancel classes and students to stage rallies the following day.

Two witnesses interviewed by police investigators allegedly saw Dunn, a visiting professor of psychology at Claremont McKenna College, commit the vandalism, police said in a statement.

Dunn also gave inconsistent statements during two interviews conducted jointly by the Claremont Police Department and the FBI, said police Lt. Stan Van Horn.

Police will forward their findings to the district attorney's office Thursday, Van Horn said. One charge that could result, he said, is a misdemeanor count of filing a false police report.

Dunn could not immediately be reached for comment. She was not taken into police custody.

Sandi Gibbons, a spokeswoman for the district attorney's office, said she had no comment because prosecutors have not received the case.

The consortium of seven independent institutions includes undergraduate colleges Claremont McKenna College, Harvey Mudd College, Pitzer College, Pomona College and Scripps College, as well as the Claremont Graduate University and the Keck Graduate Institute of Applied Life Sciences.

Claremont is about 30 miles east of downtown Los Angeles.

Jay Garner, the US general abruptly dismissed as Iraq's first occupation administrator after a month in the job, says he fell out with the Bush circle because he wanted free elections and rejected an imposed programme of privatisation.


In a statement sent today to the Arabic language daily al-Hayat, the Abu Hafs al-Masri Brigades, which claimed responsibility for the Madrid bombings that killed 201 people, also urged its European units to stop all operations.

"Because of this decision, the leadership has decided to stop all operations within the Spanish territories... until we know the intentions of the new government that has promised to withdraw Spanish troops from Iraq," the statement said.

"And we repeat this to all the brigades present in European lands: stop all operations."

Tony Blair yesterday denounced as "hopelessly naive" the suggestion that pulling out of Iraq would remove Britain from the terrorists' sights.
In his first public comments since Jose Luis Rodriguez Zapatero, the Spanish Prime Minister-elect, threatened to bring home the country's 1,300 troops in Iraq, Mr Blair, echoing comments by President George Bush, urged the world to "stand firm" against terrorism or be defeated by it.

But a defiant Mr Zapatero made clear he would not bow to President Bush's demand to stand by the American-led occupation of Iraq.

He said in a radio interview yesterday: "I will listen to Mr Bush, but my position is very clear and very firm. The occupation is a fiasco. There have been almost more deaths after the war than during the war."

Marauding Taliban and drug-dealing warlords on the road to Kandahar.

Mullah Muhammad Khaksar is a burly man in his early forties with a thick, curly beard that falls halfway down his chest. He lives in a modest house in a poor suburb of Kabul, but he travels often to Kandahar, the largest city in southern Afghanistan, where he was born and where his family owns an electronics shop. When I first met Khaksar, in 1999, he had two grand houses in the center of Kabul, with servants and manicured gardens. The Taliban controlled the city then, and Khaksar was the deputy minister of interior. He was something of an oddity among the Taliban, in that he collected books and would furtively scour the few bookstores that were still open, looking for volumes written in Pashto, the language spoken by most Afghans in the south and the east. He also had a stash of photographs, which were forbidden under the Taliban, and he showed me pictures that had been taken of him when he was fighting the Soviets alongside one-eyed Mullah Omar. Khaksar is a heavy smoker, and even though Mullah Omar had ordered his ministers to give up cigarettes, Khaksar refused to quit. Like his smoking, our meetings were often conducted in secret.

Khaksar was a founding member of the Taliban movement, which arose in Kandahar in the early nineties. After the defeat of the Soviets by the Afghan mujahideen in 1989 and the collapse of the Afghan communist government in 1992, Kabul had been taken over by mujahideen factions that fought bitterly. Meanwhile, Kandahar was at the mercy of violent, thieving warlords. Their militias stopped cars at every other intersection to demand money or weapons. Even Hamid Karzai, Afghanistan’s current president, who is also from Kandahar, supported the Taliban’s intervention in the anarchic post-Soviet period.

In the early years of the movement, Khaksar was the Taliban intelligence chief in Kandahar, but he lost power when he began speaking out against influential Afghan mullahs who had been trained at Pakistani religious schools and were manipulated by Pakistani intelligence officers. The mullahs and, later, Osama bin Laden had ingratiated themselves into Mullah Omar’s inner circle. “I asked Mullah Omar, ‘Why do we need these people?’” Khaksar recalled not long after I met him. “‘The jihad’”—against the Soviets—“‘is over. They should go back to their country.’” Many of the men who had helped found the Taliban could no longer even arrange a meeting with Mullah Omar.

The Taliban sent Khaksar to Kabul in 1996, shortly after they took control of the city, and he was demoted to deputy minister. In April, 1999, he travelled to Peshawar, in Pakistan, where he spoke with J. Peter McIllwain, the C.I.A. chief there. Khaksar told McIllwain that the Taliban could not be defeated militarily by the Afghan opposition, but that the leaders who were most closely aligned with Osama bin Laden and the Pakistanis could be undermined if more moderate elements within the Taliban were supported by arms and money from the West. Khaksar risked a great deal to make this overture to the United States. He knew that Osama’s intelligence was good and that the meeting could cost him his life. Before Khaksar returned to Afghanistan, McIllwain gave him half of a five-rupee note and told him not to talk to anyone who claimed to represent the United States unless he had the other half of the note. The clandestine encounter, as Khaksar described it, sounded like an episode in a cheap spy novel, but McIllwain recently confirmed the details of the meeting, and Khaksar still has his now tattered half of the five-rupee note, along with a letter from McIllwain saying that the Americans were unwilling to do as he asked.

When the Taliban fled Kabul, after dark on November 13, 2001, Khaksar stayed behind. I was in Kabul then, too, and was for nearly three weeks the only Western journalist in the city. The Taliban had encircled Kabul with tanks, and on that last night checkpoints were manned by skittish young men with rocket launchers and automatic rifles. American jets circled overhead, and rockets from gunships slammed into pickup trucks carrying Arab fighters. Smart bombs hit several buildings, including one next to my office, which had been home to the Taliban’s police chief and defense minister.

Khaksar’s decision to remain in Kabul identified him publicly as a traitor. This does not cause problems for him in Kabul now, since nato forces police the streets. But in the south and the east, where the Taliban live and where they have been increasingly active in recent months, killing and kidnapping with impunity, Khaksar has to move more carefully. He drives to Kandahar perhaps once a month, even though many people along the route know who he is.

“It’s my country,” Khaksar said to me in December. “If God decides it’s time, then it is time.” His bravado seemed a little reckless, since on his most recent trip to Kandahar several men with Kalashnikovs had opened fire on his vehicle, a four-wheel-drive S.U.V. with a license plate and ownership papers supplied by the Afghan intelligence service. (Khaksar is vague about what he does in Kandahar, saying only that he meets with tribal leaders and “talks about the future of Afghanistan.”) He described hitting the gas pedal and raising a blinding cloud of dust that caused him to smash into some road-construction equipment. Khaksar smiled as he talked about the attack. He was sitting on the carpeted floor of his house, propped up on red cushions that rested against a whitewashed wall, and his smile revealed that he had lost two teeth in the crash.

You don’t have to be a Taliban defector to feel a little queasy about taking the road from Kabul to Kandahar. In the past year, an Italian tourist travelling on the road in a taxi was shot dead; four Afghans working for a Danish relief agency were killed; two Afghans working for the Afghan Red Crescent and four security guards working for the Louis Berger Group—an American firm that was hired by the United States Agency for International Development, usaid, to work on the road—were ambushed and killed; a Pakistani and a Turkish engineer were killed; two Turkish engineers, two Indian engineers, an Afghan driver, and an Afghan employee of an American aid organization, Shelter for Life, were kidnapped; and dozens of vehicles have been fired upon. Early in February, two men identified as Taliban were sentenced to death for murdering a Frenchwoman who worked for the United Nations High Commissioner for Refugees. They had gunned her down in Ghazni, a town sixty miles south of Kabul, in the middle of the afternoon. A few weeks ago, one of Louis Berger’s helicopters was attacked near Kandahar. The Australian pilot was killed, and an American engineer was seriously injured. Not long after that, the director of the Afghan Red Crescent office in Zabul province was shot by armed men on a motorcycle. Joseph Collins, a deputy assistant secretary in the U.S. Department of Defense, says that the attacks against aid workers and people employed by foreign contractors are part of a well-defined strategy. For the Taliban, “reconstruction is Enemy No. 1,” he explained. The attacks are not being carried out by simple criminals. “People sometimes refer to them as brigands, but they are Taliban, Al Qaeda, and Hezb-e Islami”—the fighters of the vicious Pashtun warlord Gulbuddin Hekmatyar. (Hekmatyar, who received more money from the U.S. and Pakistan than any other jihadi during the Soviet occupation in the nineteen-eighties, was in exile in Iran during the years that the Taliban controlled Afghanistan, but he formally allied himself with them after September 11, 2001. He is now in hiding.)

The road was built in the early nineteen-sixties, with money and equipment contributed by the United States, during a period in which the Americans and the Soviets were vying for influence in Afghanistan, and it was destroyed during the Soviet occupation. In the late nineties, the Taliban laid asphalt on the first twenty-seven miles south of Kabul. I travelled on the road several times when the Taliban were in power, and then in the aftermath of the war, and it was a hellish experience. It took sixteen hours to drive the three hundred miles between the two cities. The road was like a dry riverbed, undulating and full of boulders, with blown-up bridges and craters that gouged the underbellies of cars. The last time I was on the road during the Taliban regime was in the spring of 2001. As my travelling companion, Amir Shah, a colleague working for the Associated Press, and I drove out of Kabul, we saw what had become commonplace in Afghanistan then: at a checkpoint, two steel girders on either side of the road were draped in yards of brown tape ripped from music cassettes that had been confiscated from travellers. We pulled up to the checkpoint just minutes after the minister of vice and virtue, Nooruddin Turabi, got there. Turabi, the author of some of the most ludicrous of the Taliban’s edicts, like the one outlawing white socks on women, was sitting beneath a mulberry tree, out of sight, but the guards were still shaking. He had just slapped one of them hard across the face, as punishment for listening to music. The guards wore the unkempt beards demanded by the Taliban, but they were young and had been listening to a tape of their favorite singer, Naghma, a famous Pashtun songstress from Kandahar. They hadn’t heard Turabi’s pickup truck pull in. “Go—go quickly. Just go,” they told us.

The checkpoint outside Kabul today is rather different from what it was three years ago. When Amir Shah and I set off for Kandahar recently, we were stopped by guards from the interior ministry commanded by a clean-shaven officer in a green wool uniform who watched as his men searched vehicles with music screaming from the dashboards. And there was a female guard, a soft-spoken young woman named Shafiqa, who wore a black shawl that sparkled with silver sequins. The shawl covered her face, so that only her eyes and a single strand of dark-red hair were visible. Shafiqa’s job is to search female travellers. Mostly, she looks for drugs.

A marble slab on a gray stone pedestal stands at Kilometre 43 on the road to Kandahar, where the section of new highway completed by the Louis Berger Group was inaugurated in mid-December. The monument bears an inscription in Farsi, Pashto, and English: “In memory of those who gave their lives in the reconstruction of this road unifying all the people of Afghanistan.” The new highway is the first big reconstruction project to be completed in Afghanistan since the Taliban were defeated. Most projects have been small—a school here, a well there, a clinic somewhere else. The road was not expected to be finished until 2005, but last spring President Bush decided that it had to be open by the end of 2003. The work was accelerated, Vikram Parekh, an analyst for the International Crisis Group, said to me, because the Bush Administration badly needs “a success story” this year. “Iraq is not a model of stability,” Parekh noted. “And there are two political deadlines looming: the Afghan Presidential elections”—which will probably take place in the fall—“and the Presidential elections in the United States.” When additional layers of asphalt are put down and further work is done, sometime later this year, the highway will have cost the United States two hundred and seventy million dollars. The American contribution was originally budgeted at eighty million, which included funds for the road from Kandahar to Herat—another three hundred and fifty miles. “It just goes to show what you can do when money is no object,” an American official in Kabul said.

Almost no work had been done on the road when Bush set out the new timetable, and virtually no equipment was in place. Before construction could begin, the Indian and Turkish firms subcontracted by Louis Berger had to airlift in parts for their asphalt plants. More than a thousand mines and other ordnance, mostly left over from the war with the Soviets in the nineteen-eighties, were removed from the area.

The terrain along the road is starkly beautiful. There are no power lines, just sunbaked mud houses that disappear behind swirls of dust whipped up by the wind. Irrigation ditches feed water to a land seared by five years of drought, and farmers squat on their haunches and use handheld scythes to cut the dry brush that they burn for fuel. Occasionally, you come across a band of nomads who have set up tents. Their sheep and goats nibble lazily on the brush, while women stoke cooking fires. The women wear heavy dresses embroidered in bright colors and decorated with small pins and tin buttons—anything, it seems, that might make a soft jangling noise as they walk.

At Kilometre 109, which is marked by a tiny piece of cardboard attached to a stick, we stopped to talk to Wazeer Muhammad Mamel, a man in a cream-colored shalwar kameez. He was on a bicycle, and a few of his friends were walking along beside him. Mamel complained that the road was too narrow and that people were being killed by speeding drivers who had probably never seen a paved road before, didn’t have a license, and most certainly had never taken a driving lesson. He said that a hundred and twenty people were killed in traffic accidents the first week the road was open. This figure seemed somewhat high, but as we talked cars sped past us, most of them going more than seventy miles an hour.

Mamel pointed a little farther on. “Look over there,” he said. “It’s a bus, although you can’t tell.”

What must have been a small van was sitting upright on the side of the road. Red and green tassels fluttered in the wind from its mangled roof. The windshield lay in a thousand tiny shards on the crumpled dashboard. The guts of the car spilled out—wires were twisted around one another, coils drooped down—and the engine, which had been smashed inward, was pressed against the crippled frame. Seats were shoved to the rear, and one was turned violently on its side. They were covered with bloodstains.

The van had collided with a truck and two people had died, we were told by a man in a black leather coat who said that his name was Agha Gul and that his cousin had been the driver. The cousin was badly injured. It was the truck driver’s fault, Agha Gul said, although his cousin had been driving too fast. The cousin wasn’t much of a driver, and when he saw the truck turning left he panicked and hit the gas pedal instead of the brakes. In keeping with Afghan tradition, the truck driver paid the victims’ families the equivalent of two thousand dollars. “We forgave him the deaths when he paid the money,” Agha Gul said.

We got back in our car and continued on—driving perhaps a little more slowly than we had before—and stopped at Abdul Ghaffar’s Nawid Restaurant and Hotel, a dingy two-story building set away from the road at the edge of Ghazni. Small shops on the first floor were packed with biscuits, candies, cans of Coke, shampoo. Business had fallen off since the road opened, Abdul Ghaffar said. People travelled at night now, which they hadn’t done before, and buses from Kandahar, which used to take two days to get to Kabul, no longer stopped. Ghaffar didn’t mind. “The road is good for Afghanistan,” he said. Prices of supplies hauled into Ghazni had gone down twenty per cent, because trucks made the trip from Kabul in a third of the time, with far fewer breakdowns. Ghaffar said that there were Taliban in the vicinity, but that they rarely came into town. He wasn’t worried enough to hide his television set, which he had retrieved from where he stashed it when the Taliban took over the area in the mid-nineties.

Perhaps a hundred thousand people live in Ghazni, most of them ethnic Pashtuns and Hazaras, who are mainly Shiite Muslims. It is a deeply conservative place. Women are rarely seen in the bazaar, a sprawling and congested area where horse-drawn carts rattle down the street, car horns blare, and shops are small and packed to the rafters. The governor of Ghazni, Azadullah, is a follower of Abdul Rasul Sayyaf, an extreme fundamentalist warlord who is now a power broker in Kabul. During the war with the Soviets, Sayyaf’s mujahideen included more “Afghan Arabs”—foreign fighters—than any other mujahideen group. In the early nineties, after the mujahideen took Kabul, Sayyaf controlled the Afghan Ministry of Interior. During this period, fighting among the warlords who made up the government in Kabul led to the destruction of the city and the deaths of fifty thousand of its citizens. Many of the same warlords are again in power, and Karzai has been unable to do much about this. They are in large part responsible for the instability of the country, and the subsequent resurgence of the Taliban.

We were invited to stay in Azadullah’s guesthouse, where a young boy pumped chunks of wood into a dirty black tin stove. Smoke seeped from cracks in a narrow pipe that twisted out of the room through an opening in the wall. The military commander of Ghazni, Ali Akbar Kasimi, a diminutive man with a wispy beard, sat with us, cracking his knuckles and talking about Taliban activity in the area. They disseminated warnings through shabnamah, night letters, he said, a tactic honed during the Soviet occupation, when mujahideen would scurry down from mountain hideouts with handwritten notes urging young men to fight against the infidel invaders.

Occasionally, the night letters are signed by Mullah Omar now. Their basic theme is “Fight against the foreign soldiers, don’t support the government or work for it, don’t send your girls to school.” The penalty for ignoring the warnings is usually death. A batch of shabnamah were found in Kandahar recently. One of them showed a U.S. soldier searching the pockets of a fifteen-year-old girl. It carried a harsh admonishment: “This picture shows the cruelty of the U.S. forces and their behavior against humanity. Where are those brave Afghans, those who used to sacrifice themselves to save the honor of their sisters? Where are those brave Afghans who used to pull out the eyes of those who had an evil eye on Afghanistan? Why are the imprints of the swords of the brave Afghans not seen on the chests of the Americans? Wake up, Afghans. Otherwise you will lose your honor.”

A building on the southern edge of town that housed a madrassa under the Taliban was now, we were told, the headquarters of an American military unit, and the next morning we left the new paved road and followed a dirt track toward an American flag that was flying over a low-lying cement structure. An armored personnel carrier was parked in front, and, as we approached, a soldier crouched behind the machine gun mounted on top of it. He relaxed a bit when I got out of the car and waved and called out in English, but he didn’t put his rifle down or move away from the machine gun.

The soldier was a member of one of the Provincial Reconstruction Teams that operate outside Kabul. The P.R.T.s, which have been in Afghanistan for a little more than a year, are the central element in the new United States pacification strategy for the south and the east. The United States has ten teams, some of them in development and several more in the planning stage. New Zealand runs one in Bamiyan province; Britain has one in Mazar-i-Sharif; and the Germans recently took over in the northern province of Kunduz. There are more than twelve thousand American soldiers in Afghanistan, most of whom are hunting down Taliban and Al Qaeda fighters. The soldiers in the P.R.T.s, which have between sixty and a hundred members each, are assigned to work peacefully alongside civilians from agencies like usaid, trying to persuade the locals to coöperate. This is especially difficult in southern Afghanistan, among the Pashtun population, which has received little assistance from the Americans or from the new Afghan central government, even though Karzai and several other ministers are Pashtuns. The Americans won the war as the allies of northerners—Uzbeks, Tajiks, and Hazaras—and the northerners were influential in establishing American policy, which marginalized the Pashtuns. Most of the military operations against Taliban and Al Qaeda fighters have been carried out on Pashtun land, often by militias loyal to northern warlords. Milton Bearden, who was the C.I.A. chief in Pakistan in the late eighties—when Pakistan was the staging area for the anti-Communist mujahideen bankrolled by the United States—says that one definition of the current Taliban is “a lot of pissed-off Pashtuns.”

The pacification and rebuilding process calls for constructing more than a thousand miles of roads, large hydroelectric dams, and civil-administration buildings, like courthouses. Security is to be improved by building new police stations and training village policemen. The Defense Department believes that the sight of U.S. soldiers rumbling through the region in Humvees and armored personnel carriers and fixing up Afghanistan’s infrastructure will encourage people who want to resist the Taliban and are not sure that they will be protected if they do so.

We were invited into the Ghazni P.R.T. headquarters and sat down at a long table with three “civil affairs officers,” Lieutenant Colonel Mark Schnur, Captain Dan Verich, and Staff Sergeant Laura Putze. They were Army reservists. Captain Verich said that villagers knew right away that they weren’t combat soldiers, even though they wore khaki camouflage uniforms and were accompanied by heavy weapons. Sergeant Putze explained that their headgear made the difference. They wore baseball caps rather than helmets. Lieutenant Colonel Schnur, who has a patient, thoughtful demeanor, said that P.R.T. soldiers don’t come into a village yelling and kicking in doors; they offer a friendly wave and try to find the local elder. “We want them to know that we are here to get rid of the bad guys and reward the good guys,” Schnur said. But in southern and eastern Afghanistan war often intrudes on rebuilding efforts. There had been a particularly violent intrusion in Ghazni province recently, in the village of Peetai, when rockets from U.S. fighter jets killed nine children and a young man who had returned home from Iran just three weeks earlier to get engaged. The rockets were meant for someone who was described first as a terrorist and then as a murderer of two road workers. In any case, he wasn’t in Peetai at the time of the rocket attack.

Captain Verich said that the P.R.T. had been to Peetai the day before we arrived in Ghazni, and that the villagers were not openly angry. The soldiers had offered their condolences and help. “We told them we would build a well, not as compensation or anything but because they needed one,” Captain Verich said.

Peetai is a village of mud-brown houses surrounded by parched fields. We could see the graveyard as we drove up. Thin sticks draped in brightly colored pieces of cloth, a traditional grave marker that often indicates the burial place of a martyr, had been placed in the rocky ground around ten mounds of earth. In front of the graves, several small children and a few young women had formed a semicircle around a woman draped in a large black shawl. The youngest children pushed and shoved one another. Men stood nearby, protectively. The woman in the black shawl didn’t move as we approached. The shawl covered her face, except for one eye, which was swollen and red. Her name, one of the other women said, was Aysha Bibi, and she was the mother of the young man who was killed after he came home to find a bride. He had been fetching water when the jets attacked.

Aysha Bibi wasn’t crying anymore, and once she began speaking she talked in a steady stream, hardly stopping to take a breath. “We have nothing,” she said. “No food, no money, no water. We are eating dust. What were they looking for? What have we done?” Aysha Bibi is a widow. Her husband was a mujahideen who was killed by the Soviets in the nineteen-eighties. She has two other sons, both in Iran, and three daughters, who live with their husbands in the village.

One of the village elders, a frail man with a white beard, described the jets flying in low over the fields where the children were playing. He, too, was angry at the Americans. “We want them to leave—we don’t want their help,” he said when I mentioned to him that the reconstruction team intended to build a well. The only well the villagers had now wasn’t working. The pump handle had been missing for as long as anyone could remember. The elder didn’t care. “Let them keep their well,” he said.

The house of Mullah Wazeer, the man the fighter jets had been sent to kill, overlooks the field where the children died. There’s a memorial there now: three tiny piles of rocks just outside Wazeer’s house and, a few hundred feet away, six more piles. A tall, balding man was standing there, his head bent. His name was Zarwar Khan, and his only two sons had been killed in the attack. Hamidullah Khan, his brother and the father of another of the dead children, did most of the talking, slipping between anger and sadness. He said that two women had miscarried after the attack, and he raged about the soldiers who had taken control of the village and had refused to allow the children’s parents to claim the bodies for twelve hours. Devout Muslims wash their dead and shroud them in a white cloth and bury them before sunset on the day they die.

Hamidullah Khan didn’t let us get away easily. He was contemptuous of the soldiers who had visited the village the previous day. “They brought the children some balls and things, and clothes,” he said. “What is that supposed to do for us?” His eight-year-old son stood close by him, listening. The boy seemed small for his age, but that might have been because of the oversized coat he wore, a bright pink-and-blue winter coat that came almost to his knees. His hands sank into the pockets. It had been given to him by the American soldiers. He also wore an adult’s baseball cap, pulled tight at the back to fit his tiny head. The boy had to tilt his head slightly to see beyond the brim, which was emblazoned with a small American flag and the words “Columbus Ohio.”

Zabul province, which is just south of Ghazni, is one of the most dangerous places in Afghanistan. Perhaps eight of its eleven districts are controlled by the Taliban, and the others are only nominally managed by the government. We left Ghazni for Qalat, the capital of Zabul province, early in the morning, and Amir Shah began speeding right away. By the time we got close to Shah Joy, where Mullah Muhammad Khaksar, the Taliban defector, had been attacked a few weeks earlier, the car was rattling. But we passed Shah Joy without incident, and soon could see the ancient mud fort that sits on a hill above Qalat, an old market town with rocky, unpaved streets. In the center of town, the big green steel gates of the governor’s office were protected by a mesh of security barriers. The guards let us through, and we were ushered into the governor’s office, which smelled of must. The governor, Haji Muhammad Hashim, a short man with a thick black beard, was flanked by four hulking military commanders wearing turbans with long tails. Hashim wore a karakul cap, like the one worn by Hamid Karzai, a portrait of whom hung over Hashim’s desk. Hashim explained that they are related, and that he had been with Karzai in the mountains of Uruzgan province early in the war against the Taliban. They had moved from one safe house to another, fighting alongside U.S. Special Forces.

The four military commanders had come to collect the wages of their soldiers and policemen. There was no safe in the room, and Hashim didn’t have a checkbook, but he pulled a packet of new thousand-afghani notes from an inside pocket of his leather jacket and divided them among the commanders, who counted the money and spoke to him for several minutes. Hashim turned to us and laughed. “It’s always a negotiation,” he said. “This one complains, ‘What about our cars? We need repairs.’ What can I say? I don’t have anything more to give them.” He said that—his relationship with Karzai notwithstanding—he wasn’t getting enough money from the central government.

Hashim offered us accommodations in his guesthouse, and we were shown to a box-like cement room furnished with a broken-down cabinet and a steel bed that held a cushion crawling with tiny bugs. Two more cushions had been tossed on the floor, next to a potbellied woodstove. The washroom, which the governor’s secretary explained was used only by special guests, was black with dirt, and the toilet, which had no seat, didn’t flush. There were what seemed to be footprints on the rim of the toilet bowl.

The deputy governor, Muhammad Omar Khan, brought his brother-in-law, a lanky young man named Humdullah, in to meet us. Humdullah sat down on the floor slowly, easing himself against the sooty wall. He didn’t speak at first, and Omar Khan explained that he had been beaten up recently by Taliban. Ten of them had stormed into his house with guns, their faces covered. Humdullah held a shawl over his mouth and nose to demonstrate to us what they looked like. Omar Khan said that the beating had gone on for several hours, and Humdullah pointed to his legs and his side. They had broken several of his ribs, and his legs were bruised and sore. The Taliban wanted to know what the government was planning. They wanted his phones, his guns. When it was over, they blindfolded his younger brother and shoved him into the back of a pickup truck and drove him to another relative’s home, where they stole a motorcycle. Omar Khan said that this was all because he was the deputy governor, working for Karzai.

Omar Khan decided that the room in the governor’s guesthouse was inadequate, and he took us to the Afghan Development Association office, on the outskirts of Qalat, across the street from the police station. We would be safe there, he said. The Afghan Development Association is a charity funded by the government and the European Union, and is one of only two international aid organizations still operating in Zabul province. The director, Abdul Ghani Tokhi, a quiet man with a long white beard, said that he and his colleagues built irrigation ditches and encouraged local councils to propose other construction projects. Omar Khan and Tokhi concurred about the increasing power of the Taliban. Omar Khan said when the Taliban collapsed, in December, 2001, more than two thousand men came to Qalat ready to work with the government and to fight with Karzai. They stayed for two months or so, but since there was no money for salaries, food, or shoes they returned to their villages. Now, Omar Khan said, most of them are with the Taliban.

The new Afghan National Army has the same problem. Yaqub Khan, the deputy commander of the Army in Qalat, said that only two of the forty-two men from Zabul he sent to be trained as professional soldiers are still with him. The other forty have joined the Taliban. “They’re illiterate,” he said. “They don’t know. The Taliban are strong in their areas, and they join them.”

The final thirty-one miles of the highway to Kandahar was built by the Japanese government. It’s the worst stretch, with a thin layer of asphalt and in some places no new pavement at all. As you approach the city, there is what looks like a hopeful sign for Afghanistan’s future. Steel beams peek through the cement girders of a nascent industrial park. A textile mill is being built next door to a new row of shops. But there are also monuments to the past: the rubble of Mullah Omar’s elaborate compound, for instance, and the cavernous Eid Gah mosque and madrassa, supposedly commissioned by Osama bin Laden. Deadly bombings are another reminder that Kandahar was the Taliban’s capital, and that they haven’t gone away. In January, thirteen people were killed, many of them children playing in a soccer field, when a bomb exploded on the eastern edge of the city. Kandahar province, like Zabul, borders Pakistan, which has allegedly been letting Taliban fugitives come and go with impunity.

The province, which is one of the largest poppy-growing areas in Afghanistan, has a new governor, Yusuf Pashtun, who four months ago replaced the corrupt warlord Gul Agha Sherzai. The warlords who have run Afghanistan since the fall of the Taliban finance their private armies and prisons through extortion, theft, and the flourishing drug trade. (Poppy production is more widespread than ever before in Afghanistan, which is, once again, the world’s leading producer of opium. The opium trade brought in $2.3 billion last year. The warlords, who are government ministers, military commanders, and regional administrators, receive the bulk of the profits.)

After Gul Agha Sherzai was removed from his job as governor of Kandahar, he was made the urban-affairs minister in Kabul. The new governor, Yusuf Pashtun, wants to make changes, to give people something they will want to protect. “They are apathetic,” he says. “They have nothing to lose. No roads, no wells. Give them something to build, something to which they can be attached.” For this, of course, one needs security. “It’s not so much that the Taliban are in control,” Pashtun said to me. “It’s that we haven’t established an alternative.” The government can’t get aid to the outlying areas because they are insecure, and they are insecure because no aid is getting to them.

“The situation is reminiscent of what was witnessed after the establishment of the mujahideen government in 1992,” Lakhdar Brahimi said in December, shortly before the completion of a two-year stint as the United Nations special envoy to Afghanistan. “The spectacular rise of the Taliban then was a direct result of the hard, unjust, and chaotic rule of the mujahideen rather than due to any enthusiasm for Taliban ideology.”

This, of course, is what the Americans have in mind as they deploy the new Provincial Reconstruction Teams. Joseph Collins, at the Defense Department in Washington, explained to me that one couldn’t really think about “conflict” and “postconflict” anymore. Instead, you have “War A, followed by War B,” which is the stage we are in now. “The complicating factor with War B is carrying out military operations and doing reconstruction work at the same time,” Collins said. “But the mix is inevitable.” Perhaps. Yet, even if the P.R.T.s manage to build dams and new roads, will people be able to use them freely? “Reconstruction projects may generate some good will, but they won’t guarantee security,” Vikram Parekh, the analyst at the International Crisis Group, said. “What’s required is police training, judicial and civil-service reform, and the disarming of the militias.” It’s hard to imagine that this sort of rehabilitation will occur in Afghanistan as long as the fighting with the Taliban and Al Qaeda goes on, and unless enough money is available to underwrite more success stories—even relative ones, like the new road between Kabul and Kandahar. What’s really needed is a strong national government that works and that can rein in the warlords and government ministers who threaten to turn Afghanistan into a narco state that rivals Colombia.

التحالف الامريكي الذي غزا العراق، وخاض الحرب ضد الارهاب في افغانستان يواجه الانهيار قبل احتفاله بمرور السنة الاولي علي احتلال بغداد، فقد نجح تنظيم القاعدة في قلع احد اهم اضلاع مثلثه الاوروبي، عندما اطاح بحكومة ازنار وحزبها اليميني من السلطة من خلال التفجيرات الدموية، التي اعلن مسؤوليته عن تنفيذها، وادت الي حسم نتيجة الانتخابات العامة لمصلحة الحزب الاشتراكي المعارض.

وحتي نكون اكثر دقة في التحليل، نجد لزاما علينا القول بان ثقافة الكذب والخداع التي احترفها هذا التحالف وتبناها، لتبرير عدوانه غير الاخلاقي، وغير القانوني علي العراق، ساهمت بدور كبير في تحقيق هذا الانتصار الكبير لتنظيم القاعدة .

فحكومة ازنار، تصرفت مثل حكومات الفساد العربية، عندما تعاملت مع شعبها، كما لو انه قطيع من الغنم، وتعمدت اخفاء الحقائق حول التفجيرات عنه، والتركيز في تحقيقاتها وتصريحاتها، علي تنظيم ايتا الانفصالي، باعتباره المشتبه الاول في الوقوف خلف التفجيرات. وذهب بها الامر الي ارسال تعليمات مكتوبة الي جميع سفاراتها في العالم بالتعتيم علي اي دور للقاعدة، وحصر المسؤولية في التنظيم الاسباني فقط.

والاكثر من ذلك، ان زعماء ومنظري ثقافة الكذب، والتضليل، في واشنطن، ولندن، حشدوا كل امكانياتهم من اجل التعتيم علي بيان القاعدة، الذي تبني صراحة المسؤولية عن الهجوم، من حيث التشكيك في مصداقيته وتقديم القرائن والادلة عن مسؤولية تنظيم ايتا ، في محاولة يائسة لانقاذ حليفهم ازنار، والحيلولة دون سقوطه وحزبه من سدة الحكم، خوفا من نظرية الدومينو اي تساقط هؤلاء الواحد تلو الآخر في الانتخابات المقبلة، الرئاسية في امريكا بعد سبعة اشهر، والبرلمانية في بريطانيا بعد عام تقريبا.

الشعب الاسباني لم يصوت للمعارضة بفعل تأثير التفجيرات، او خوفا منها، وانما غضبا من حكومته اليمينية التي ذهبت الي الحرب في العراق، دون احترام مشاعره (90 في المئة من الاسبان عارضوا الحرب)، وحاولت خديعته باخفاء حقيقة الجهة التي تقف خلف هذه التفجيرات، اي تزوير نتيجة الانتخابات بطريقة غير مباشرة وغير اخلاقية وغير ديمقراطية.

فعندما يتظاهر احد عشر مليون اسباني تضامنا مع ضحايا تفجيرات القطارات المرعبة، فانه لا يجوز اتهام هذا الشعب من قبل الصحف الامريكية بالتصويت لصالح نجاح الارهاب. فهذا الشعب يتمتع بحس اخلاقي علي درجة عالية، ويرفض ان يكون اداة لمساندة سياسات امريكية ظالمة ومتغطرسة، وداعمة لارهاب الدولة.

رئيس الوزراء الاسباني الجديد خوسيه لويز رودريغز ثاباتيرو كان شجاعا، بل في قمة الشجاعة والجرأة، عندما وصف الحرب الامريكية علي العراق بانها كارثة، وادان بشدة قصف الابرياء في العراق بالقنابل الامريكية، وطالب جورج بوش وتوني بلير بالاعتذار علنا، والانخراط في نقد ذاتي يؤدي الي الاعتراف بالخطأ، والتراجع عن سياساتهم الكارثية المعادية.

نعم.. جورج بوش وحليفه توني بلير مطالبان بالاعتذار علنا للانسانية جمعاء، لانهما ذهبا الي العراق دون تفويض دولي، وعلي اساس اكاذيب مثبتة وموثقة حول اسلحة الدمار الشامل العراقية، والعلاقات بين تنظيم القاعدة والرئيس العراقي صدام حسين. فنتائج هذه الاكاذيب جاءت كارثية، واودت بحياة عشرات الآلاف من العراقيين الابرياء، وكلفت البشرية عشرات المليارات من الدولارات كانت تكفي لاطعام جميع جياع العالم ومعالجة مرضاه، وتحويل العالم الثالث الي جنة من الرخاء الاقتصادي.

العالم اليوم لم يعد اكثر امنا واستقرارا بعد غزو العراق واحتلاله واطاحة النظام الحاكم فيه، كما ان هذا البلد لم يصبح، وبعد عام من احتلاله، واحة للديمقراطية وحقوق الانسان والرخاء الاقتصادي، وانما غابة من الفوضي وانعدام الامن، وارتفاع معدلات الخطف والقتل والاغتصاب، وغياب الخدمات الاساسية للسكان من ماء وكهرباء وطبابة.

الرئيس بوش بشرنا بان حربه في افغانستان ستقضي علي تنظيم القاعدة ، وستؤدي الي اعتقال زعيمه، وكل اعضائه باخراجهم من جحورهم وتقديمهم الي العدالة، وها هي الايام تثبت كم كان مخطئا في حساباته، وساذجا في احكامه، فتنظيم القاعدة بات اكثر قوة واوسع انتشارا، بل ويغير نتائج الانتخابات في الديمقراطيات الاوروبية.

كل هذه النكسات والاخفاقات تعود الي حقيقة ثابتة عبر عنها رئيس الوزراء الماليزي السابق مهاتير محمد بشجاعة غير موجودة عند اي زعيم عربي او اسلامي آخر، عندما قال ان مجموعة من انصار اسرائيل خطفت السياسة الامريكية، ووظفت اكبر قوة اقتصادية وعسكرية في العالم في خدمة المصالح الاسرائيلية، ولالحاق اكبر قدر من المهانة والاذلال بالعرب والمسلمين.

الحلول العسكرية واستخدام احدث ما انتجته الترسانة الامريكية من اسلحة الدمار فشلت في القضاء علي الارهاب، وعززت من قدرات تنظيم القاعدة، بل وفرت له القاعدة والملاذ الآمن في العراق الجديد، واذا كان من أهم قيم الديمقراطيات الغربية نقد الذات، والتراجع عن الخطأ، فان دعوات رئيس الوزراء الاسباني في هذا الخصوص يجب ان تجد اذانا صاغية وليس محاولات دفن الرأس في التراب، مثلما يفعل الرئيسان بوش وبلير وثالثهما برليسكوني في ايطاليا.

امريكا مكروهة في العالم، لانها دعمت ارهابا اسرائيليا، وساندت انظمة فاسدة قمعية دكتاتورية في العالمين العربي والاسلامي، واي مراجعة لا تراعي هاتين الحقيقتين ستكون عديمة الجدوي وستصب في مصلحة التطرف وعدم الاستقرار.

الشعب الاسباني علق الجرس وتمرد علي ثقافة الكذب والاستكبار الامريكية، واخرج حكومته من تحالف العدوان والاستكبار، وبقي ان تحذو الشعوب الامريكية والبريطانية والايطالية الحذو نفسه، وبعدها سيصبح العالم فعلا اكثر امانا وسلاما.

تقتضي مصالح النظام الربوي العالمي، في جميع الأزمنة، بقاء أوضاع الأمة العربية في أساسياتها على ما هي عليه: مجزّأة محتلة، ومتخلفة مذعنة! والديكتاتورية الأميركية العالمية هي من يتولى اليوم مهمة الحيلولة دون خروج العرب من أسر الترتيبات الاستعمارية التي فرضت عليهم منذ نهاية الحرب العالمية الأولى. وقد وضعت المخططات التنفيذية لإبقاء العرب في الأسر تحت عناوين مخادعة ومضللة أبرزها: الحفاظ على الهدوء والاستقرار والأمن!

هذه المفردات التي لا يملّ الأميركيون وأتباعهم ترديدها، مضافاً إليها الدعوة إلى "ضبط النفس" كلما ردّ العرب على العدوان ردّاً مناسباً. غير أن هذه المفردات التي يتسترون وراءها فقدت كل معنى، ولم يعد هناك من يجهل أن الهدوء يعني صمت الأمة، والاستقرار يعني عطالتها، والأمن يعني إذعانها، وضبط النفس يعني أن لا تدافع عن نفسها!

ثلاثة أنساق دفاعية هجومية

لقد تبنت الإدارة الأميركية كل ما من شأنه ضمان "الهدوء، والاستقرار، والأمن، وضبط النفس" في الوطن العربي الكبير، واعتمدت في ذلك على ثلاثة أنساق متتالية، دفاعية هجومية، وهي:


  • النسق الأول هو النظام الرسمي العربي، الذي يفترض به ضمان صمت الأمة وعطالتها وإذعانها، بحيث لا تأبه لاحتلال بعض أقطارها، ولا للحدود والسدود التي تمزقها وتسجنها، ولا لعمليات السلب والنهب المعلنة التي تسلخ جلودها!

  • والنسق الثاني هو الكيان الصهيوني، الذي يفترض به التحرّك على الفور ضدّ أي نظام عربي يفكر بالخروج على الترتيبات الاستعمارية، وضدّ أية أخطار يتعرّض لها نظام منضبط، وتجعله عاجزاً عن ضمان الهدوء والاستقرار والأمن وضبط النفس، إضافة إلى مهمته المفتوحة لإفناء الشعب الفلسطيني!

  • والنسق الثالث هو القوات الأميركية، بصواريخها البعيدة المدى، وبوارجها وحاملات طائراتها، وقواتها البرية، التي يفترض بها أن تزجّ تباعاً عندما تفوق التطورات طاقة النسق الأول والثاني!


وبالطبع، فإن الأمل معقود على الاكتفاء بالنسق الأول، فإذا احتاجوا للنسق الثاني فتلك مشكلة، وتدخّله يجب أن لا يطول، أما إذا احتاجوا لتدخل النسق الثالث فتلك مصيبة يتوجب عليهم الخروج منها بأسرع ما يمكن!

الأنساق جميعها في الميدان !

لقد حدث أن ترتيباتهم، المرعية على مدى قرن من الزمان تقريباً، تتعرض اليوم لأخطار حقيقية بسبب فشلهم في النيل من صلابة ومناعة البنية الداخلية للأمة، فقد تطورت هذه البنية تطوراً صحياً مستقلاً جعلها في منأى عن تأثيراتهم، ومع أنهم يحرصون دائماً على استخدام أنساقهم الثلاثة الواحد تلو الآخر، وعلى إظهارها مستقلة عن بعضها تماماً، فقد اضطروا هذه المرّة للزّج بها جميعها في الميدان، وهذه علامة تاريخية سلبية، ليست في صالح الأميركيين ونظامهم الربوي العالمي، مهما أبدوا من ضروب القوة والجبروت!


  • إن النسق الأول منخرط اليوم في الميدان، بجموده وصمته على الأقل، حيث الجمود والصمت يشكلان موقفاً لا يستهان بفعاليته الميدانية في بعض الظروف!

  • وإن النسق الثاني منخرط بدوره في الميدان، إنما في صفوف النسق الثالث، بعد أن أعلنت رسمياً وحدة الموقف والمصير بينهما، وهي الوحدة التي طالما حرصوا على إخفائها ونفيها طوال العقود الماضية!

  • أما النسق الثالث الأميركي فهو منهمك في ساحة العراق التي وصفها الرئيس الأميركي بأنها جبهة الحرب الأولى في العالم!



عندما يصبح الشعب حزباً!

إن التطورات التي استدعت نزول الأنساق الثلاثة إلى الميدان ليست بالهينة ولا الطارئة، فقد حققت جميع المعارك المحدودة، الناقصة، المتفرقة، التي خاضتها الأمة على مدى القرن الماضي، تراكماً هائلاً في معارفها وفي إمكاناتها وفي أدائها، وهو ما تعبر عنه اليوم بوضوح في الساحتين الفلسطينية والعراقية، حيث الأمة تتجسّد حقاً بهذين الشعبين البطلين، وحيث
ذلك يعني جاهزيتها في جميع أقطارها لخوض مواجهات مماثلة. وأي برهان على ذلك أوضح من تحوّل أضعف حلقاتها، الشعب الفلسطيني، إلى حزب سياسي عالي الكفاءة، وإلى جيش ثوري رائع الأداء؟ إن الشعب الفلسطيني بكامله، بنسائه وأطفاله ورجاله، قد تحوّل إلى حزب سياسي وجيش ثوري، فهل حدث من قبل أن شهد العالم شعباً يتحوّل بكامله إلى حزب وجيش؟ إن كل بيت فلسطيني هو مكتب من مكاتب هذا الحزب الفريد، وإن كل أسرة هي خلية من خلاياه، ناهيكم عن أنهم جميعاً جنود في جيشه! أما عن الفعالية السياسية والعسكرية، فإن العالم لم يشهد من قبل طفلاً لم يتجاوز العقد الأول من عمره يعترض الدبابة العملاقة مواجهة بحجارته، فتصرعه الدبابة الجبانة، ولم يتوقع أبداً رؤية طائرات الفانتوم والأباتشي تشنّ غاراتها على مدني فلسطيني واحد أعزل، أو على منزل يضم أسرة، فكأنما هي تهاجم جيشاً في معسكر! فأي نصر ميداني للأمة، في نطاق المرحلة الراهنة، أعظم من هكذا نصر، عندما نتأمل في دلالاته المستقبلية القاطعة؟ وأية خيبة يمنى بها المعتدون، وأي عار يجلّلهم؟

التفوق السياسي والتفوق المادي

لقد فشلوا في ترسيخ حالة الاحتلال والتجزئة والتخلف، وفي ضمان بقائها واستمرارها إلى الأبد، وذلك بفضل التطور السياسي الذي وحّد رؤية الأمة لواقعها ولأعدائها، وهو ما تعبّر عنه الوحدة الوطنية الصلدة في كل من فلسطين والعراق.وبديهي أن التفوق السياسي بمضامينه الروحية والنفسية والفكرية التي توحّد الأمة ينتصر على التفوق المادي العسكري الأجوف، وهذا عين ما نشاهده في فلسطين على مدار الساعة. فالاحتلال الاستيطاني الصهيوني يبدو اليوم للعالم أجمع كأنما هو بدأ تواً وليس قبل نصف قرن. وبينما تثبت جميع الوقائع الملحمية اليومية بما لا يقبل المماحكة أن الفلسطينيين هم أصحاب البلاد، تثبت الوقائع ذاتها أن الصهاينة مجرّد قوات احتلال أجنبية!

وبينما يستمر تواصل أبناء الأمة العربية، رغم الحدود والسدود، فيلتقون من جميع الأقطار ويتدارسون معاً أوضاع ومستقبل أمتهم الواحدة، يعلن بعض الصهاينة عن إفلاس المشروع الصهيوني، وينطلق بعضهم الآخر كالمجنون، يفتش عن مخرج عسكري خارج فلسطين، بالإغارة على الأراضي السورية أو اللبنانية مثلاً، متوهماً أن ذلك يمكن أن يخرجه من مأزقه، وغير مدرك أن الظروف التاريخية تبدّلت، بفضل تطوّر بنية الأمة العربية، وبسبب فقدان العمق العسكري الدولي للكيان الصهيوني أهميته الحاسمة!

مصير رأس الجسر الصهيوني!

بعد حرب تشرين الأول / أكتوبر، وبتاريخ 12/6/1974، كتب الصحفي الصهيوني دان بن عاموس في مجلة "هاعولام هازيه" المقطع التالي:

- "توصلت أخيراً إلى أن التجربة الصهيونية أفلست، وأستطيع إثبات ذلك، فهل كان من المفيد والمجدي أن نترك عدة "غيتوات" لنبي واحداً كبيراً ؟ بعد حرب يوم الغفران أصبحت من كبار المتشائمين، لأن فرص السلام انتهت، والعرب لن يقبلوا بنا أبداً كرأس جسر غربي، لذلك، وبعد أن ذاقوا حلاوة انتصار جزئي، فإنهم لن يستريحوا حتى يحققوا تصفيتنا من وسطهم. قد يعقدون اتفاقات معنا، وقد يتعايشون معنا لخمس أو عشر سنوات، وسوف يتعلمون من أخطائهم السابقة، وفي النهاية يجمعون كل قواهم لتصفيتنا تصفية أبدية. إن على كل
إنسان عاقل أن يفكر بالهجرة والاندماج في أماكن أخرى. ولماذا يجب أن نهتم بأمة يهودية ؟ لماذا لا يفكر كل شخص بنفسه؟ أنا شخصياً، لو كنت في سن العشرين أو الثلاثين، لغادرت منذ زمن بعيد، لكني في سن لا تسمح لي ببدء حياة جديدة"!

لا أدري إن كان دان بن عاموس لا يزال حياً، وأعتقد أنه لو كان يشهد ما يحدث اليوم لكتب كلاماً أكثر أهمية بصدد إفلاس المشروع الصهيوني، رأس الجسر الغربي، وبصدد نهوض الأمة العربية الذي ظهرت مقدماته واضحة في فلسطين والعراق.

An instable group: Since 1745, 58% of all rulers of the House of Saud have met a violent demise . Wahhabism loathes modernity, capitalism, human rights, religious freedom, democracy, republics, an open society -- and practices the very opposite.   • 1979-1989: the anti-Soviet Jihad gives life and strength to the Wahhabi putsch within Sunni Islam -- opportunity. The Taliban are the result.

God placed the oil in the kingdom as a sign of divine approval. Spread Wahhabism everywhere, but keep the power of the al-Saud undiminished. Survive by creating a Wahhabi-friendly environment -- fundamentalist regimes -- throughout the Moslem world and beyond

The House of Saud today

 

Saudi Arabia is central to the self-destruction of the Arab world and the chief vector of the Arab crisis and its outwardly-directed aggression. The Saudis are active at every level of the terror chain, from planners to financiers, from cadre to foot-soldier, from ideologist to cheerleader. Saudi Arabia supports our enemies and attacks our allies. A daily outpouring of virulent hatred against the U.S. from Saudi media, "educational" institutions, clerics, officials -- Saudis tell us one thing in private, do the contrary in reality.

What is to be done?

 

During and after World War I, Britain's India Office backed the House of Saud; the Foreign Office backed the Hashemites. The India Office won. But the entire post-1917 Middle East settlement designed by the British to replace the Ottoman Empire is fraying. The role assigned to the House of Saud in that arrangement has become obsolete -- and nefarious

"Saudi Arabia" is not a God-given entity

 

The House of Saud was given dominion over Arabia in 1922 by the British. It wrested the Guardianship of the Holy Places -- Mecca and Medina -- from the Hashemite dynasty. There is an "Arabia," but it needs not be "Saudi"

An ultimatum to the House of Saud

 

Stop any funding and support for any fundamentalist madrasa, mosque, ulama, predicator anywhere in the world. Stop all anti-U.S., anti-Israeli, anti-Western predication, writings, etc., within Arabia. Dismantle, ban all the kingdom's "Islamic charities," confiscate their assets. Prosecute or isolate those involved in the terror chain, including in the Saudi intelligence services

What the House of Saud holds dear can be targeted:



  • Oil: the old fields are defended by U.S. forces, and located in a mostly Shiite area


  • Money: the Kingdom is in dire financial straits, its valuable assets invested in dollars, largely in the U.S.


  • The Holy Places: let it be known that alternatives are being canvassed

Other Arabs?

 

The Saudis are hated throughout the Arab world: lazy, overbearing, dishonest, corrupt. If truly moderate regimes arise, the Wahhabi-Saudi nexus is pushed back into its extremist corner. The Hashemites have greater legitimacy as Guardians of Mecca and Medina
